AGENDA CAPTION:
Consideration of and action on CITY OF SUGAR LAND RESOLUTION NO. 25-14: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, ADOPTING THE CITY OF SUGAR LAND 2025-2027 STRATEGIC ACTION PLAN.
RECOMMENDED ACTION:
Approve Resolution No. 25-14, adopting the 2025-2027 Strategic Action Plan for the City of Sugar Land.
EXECUTIVE SUMMARY:

The 2025-2027 Strategic Action Plan reflects the City of Sugar Land’s commitment to defining its future vision, direction, and priorities. Developed through a bottom-up approach, the plan incorporates robust community and staff engagement, resulting in a high-level roadmap for the next three years. 

 

The City’s Strategic Action Plan is based on three (3) pillars: 1) expert opinion from Future iQ, a Research and Consulting Company 2) community and staff input, and 3) City Council direction. Development of the Strategic Action Plan began in July 2024 and concluded in early January 2025.

 

This process collected input from over 1,500 people through a variety of engagement methods. Efforts included surveys, think tanks, workshops, and regular updates, ensuring that the plan is both comprehensive and reflective of community priorities.

 

The Strategic Action Plan is organized into five (5) All-In Initiatives, or focus areas, that reflect the evolving needs of the community:

 

  1. Boosting Community Reputation: Highlight current and new innovations that help promote the renewed strategic value proposition of the community. 
  2. Encouraging Community Engagement: Build strong community engagement and feedback mechanisms, with emphasis on future-orientated strategic discussions and exploration. 
  3. Fostering Sensitive Redevelopment: Actively foster redevelopment of key sites so they enhance community amenities and provide forward-thinking housing options. 
  4. Stimulating Economic Growth: Stimulate new and innovative economic and business growth, that creates new startups and employment and contributes to the economic vitality of the City. 
  5. Enhancing Suburban Community: Support and enhance the safe, attractive, family-orientated suburban locations, that help celebrate cultural richness and provide recreational opportunities for all ages. 

 

The Strategic Action Plan builds on the five (5) All-In Initiatives, outlining key objectives to guide the City in addressing challenges that could affect Sugar Land’s growth.

 

The 2025-2027 Strategic Action Plan positions the City of Sugar Land for continued success by embracing a collaborative approach to planning and decision-making.
