On June 4, 2024, the City Council authorized a budget amendment of $1,000,000 for the creation of CIP CMU2403 Police Department Building Renovations and Purchase of Modular Buildings. The purpose of the project is as follows:
Because the existing Sugar Land Police Department building could not accommodate the growth of the Department and programs, the Sugar Land Police Department (SLPD) was leasing approximately 7000 square feet of office/training/and exercise room space for the Training and Recruiting Division at the Fluor Daniel Complex. This space was also utilized for our firearms instructor, mental health unit, and civilian background investigators; however, with the potential redevelopment of the Fluor campus, the Sugar Land Police Department was forced to vacate that space and had to scramble to develop a plan to accommodate the training and recruiting division as well as the additional classroom and mat room that were housed there as well.
In order to accommodate the loss of the leasing space at Fluor Daniel Complex and to account for future needs, the SLPD has opted to renovate a portion of the SLPD building's second-floor space and to add two modular buildings adjacent to the SLPD building parking lot. This will include renovation of about 2,000 square feet on the second floor for seven offices and a storage room. The addition of two 24-ft x 64-ft roof modular buildings will be used for classroom training and storage. SLPD staff believe this is the most cost-effective short-term solution.
The rationale for renovating floor space and adding modular buildings includes the following:
Personnel Expansion: The SLPD has witnessed a rise in the number of officers and support staff, necessitating additional workspace to ensure a comfortable and productive working environment. The Department currently has very few work-from-home positions. Thus, there are no opportunities to reassign workstations.
Specialized Units: With the establishment of specialized units like Drones, SRT, K9, Crime Analyst, Mental Health, Range Master, Emergency Management Personnel, and the upcoming additions like Drone Cockpit and a real-time crime center, there is a pressing need for dedicated office spaces equipped with the necessary tools and technology.
Training and Recruiting: The Training and Recruiting Division is currently leasing space at the Fluor Daniel Complex. This lease is set to expire with no renewal on June 1, 2024, and there is a need to relocate this unit to another space. This unit consists of 9 personnel with 3 vehicles and a lot of training equipment. This unit is also assigned new recruits who are trained prior to starting the field training program. When there are many recruits, space again starts to become an issue as there could be as many as 15-20 people reporting to the training division for an extended period.
On June 18, 2024, the City Council authorized the purchase of two modular buildings that funded the purchase and delivery of two new modular buildings that were selected from negotiations with Aries Buildings Systems, LLC through their Choice Partners CO-OP Contract #22/051MR with the City. These modular buildings have been purchased and are waiting for delivery.
On June 18, 2024, the City Council also authorized a contract to design the renovations to the SLPD 2nd floor office space as well as design the site plan for the addition of modular buildings.
The design of the 2nd-floor buildout and site for the modular buildings was completed in January 2025, and City permits were tentatively approved pending bidding of the projects to obtain necessary staff notification requirements once construction begins.
The projects were assigned invitation-to-bid numbers: ITB 2025-007 for the SLDP 2nd floor renovations and ITB 2025-008 for the SLPD Site Plan for Additional Modular Buildings. The projects were advertised for bid on January 29 and February 5, 2025.

The remaining funds in CIP CMU2403 is $469,000, which is intended for construction and Fixed Furniture & Equipment (FFE). Unfortunately, there are not enough funds available for the project to complete both projects. The modular buildings are a higher priority, and as previously mentioned, they have been purchased and are ready for delivery. Therefore, the recommendation is to move forward with the site plan work for the modular buildings. The 2nd-floor renovations will be addressed at future funding opportunities and will be considered during the renovations to the existing PD building that were authorized in the 2024 GO Bond.
The responsible low bidder for the SLPD Site Plan for Modular Buildings is Frost Construction Company, Inc., with a total base bid of $406,500. Staff have reviewed their bid and qualifications, and the architectural firm recommends Frost Construction Company for the base bid work. Due to budget constraints, Alternate 1 (sidewalk canopy cover) will not be included with the modular buildings. The remaining funds in the project will be used for FFE to be purchased separately through the City's buy-board contracts.
A description of the site plan for the modular buildings project scope includes the following:
- Site mobilization / coordination of delivery of modular buildings
- Electrical, water, sanitary connections
- Install Modular building equipment
- Parking lot /curb demolition/ patch/repair/replacement
- Landscape/ grading/ demolition / sidewalk removal /patch/ repair/ replacement
The estimated time to deliver the modular buildings and complete the site work for the modular buildings is 90 days from the notice to proceed.
The Engineering and Police Departments recommend the approval of a construction contract with Frost Construction Company for the SLPD Site Plan for Modular Buildings Project, CIP CMU2403, in the amount of $406,500.
