 |  |  |  |  |  |  |  |  |  | | EXECUTIVE SUMMARY: |  | Sugar Land Fire Department, in collaboration with CoSL Engineering, seeks to purchase and install a Breathing Air Compressor and Self-Contained Breathing Apparatus (SCBA) fill station to provide breathing air that is safe for use and to maintain operational readiness for our personnel who work in hazardous environments. This investment will enhance efficiency and safety by allowing on-site SCBA air cylinder filling and improving our department’s ability to train our personnel to ensure response readiness.  This SCBA fill station & breathing air compressor system will be purchased within funds already allocated (CMU2204 Public Safety Training Facility) and installed in the Public Safety Training Center. 
 A breathing air compressor and cylinder fill station for filling SCBA is a stationary setup that includes a powerful breathing air compressor, a storage system with multiple high-pressure air bottles  and a dedicated fill station designed to safely and efficiently fill SCBA cylinders with clean, breathable air, adhering to strict safety standards as set by the National Fire Protection Association (NFPA) and regulated by the Texas Commission on Fire Protection.
 
 NFPA sets the codes and standards that establish levels of respiratory protection and functional requirements for SCBA used by emergency services personnel and TCFP enforces compliance standards to ensure departments meet these standards. A specialized breathing air compressor capable of generating the high air pressure needed to fill SCBA cylinders, typically with features to remove contaminants like moisture and oil particles is essential for proper functioning.
 
 This SCBA fill station will enhance our training facility to allow for SCBA bottles to be filled during training evolutions which will increase our departmental efficiency and readiness.  Filling SCBA bottles on site will decrease downtime and out of service time for crews by allowing them to fill all bottles prior to leaving the training facility.  Currently, crews that utilize their units’ SCBA bottles at the training facility must remain out of service, with the inability to respond to incidents until they can relocate to a fire station with a SCBA fill station and refill their bottles.  The acquisition of this SCBA fill station & breathing air compressor supports our department’s commitment to meeting industry standards for safety and aligning with the city’s strategic vision of community: safe & secure.  The purchase and installation will be with MES, BuyBoard #698-23.
 
 Staff recommends the purchase and installation of the breathing air compressor and fill station at the Public Training Facility from MES in the amount of $128,663.95.
