Consideration of and action on authorization of Amendment No. 1 to the Five-Year Contract with Flock Group, Inc., in the amounts of $422,250.00 for Years Three – Five and $210,880.64 for ratification of expenditures in Years One – Two, for the replacement, software, and consolidation of leasing contracts of fifty-three (53) additional license plate recognition cameras, for a total amendment amount of $633,130.64; and a total contract amount of $1,685,980.64.

RECOMMENDED ACTION:
The Police Department recommends that the City Council authorize the amendment to the contract with Flock Group, Inc. adding the product swap and increasing the maximum contract amount by $633,130.64 to $1,685,980.64 for the five-year lease of the existing license plate recognition cameras.
EXECUTIVE SUMMARY:
License plate recognition (LPR) cameras have been a highly effective crime-fighting tool for Sugar Land neighborhoods and businesses. They have been instrumental as a deterrent and forensic tool to solve crimes. There has been continued interest from business districts and neighborhood associations to expand the reach of their cameras, resulting in funding for a network of similar crime prevention cameras along public roadways.

The Police Department implemented Phase I in 2015 of the LPR cameras via the City-wide camera project, and is currently finalizing the installation of the Phase II LPR cameras approved in FY 2023 with the utilization of American Rescue Plan Act (ARPA) funds (one hundred six cameras). Phase III seventy LPR cameras were installed via the existing contract with Flock Inc. in FY2024.

This Amendment to the existing contract with Flock Safety is for the product swap/replacement of Flock Safety Video Replay Product with three Flock Safety LPR Falcon Cameras, and the addition of fifty-three previously leased under the different contract cameras (Public Sector Insight, 12-month lease), so all leases will expire at the same time. The Year One lease for these additional cameras has been prorated, and co-termed with the same payment schedule as all other cameras. The total increase to the contract is $633,130.64. The amended maximum contract amount is $1,685,980.64 over the 5-year life of the contract ($321,230.64/year 1 + $335,000.00/year 2 + $343,250.00 in years 3-5).


The Police Department recommends that the City Council authorize the amendment to the contract with Flock Group, Inc. adding the product swap and increasing the maximum contract amount by $633,130.64 for the five-year lease of the existing license plate recognition cameras.
