 |  |  |  |  |  |  |  |  |  | | EXECUTIVE SUMMARY: |  | In November 2022, SL4B approved Resolution No. SL4B-R-22-05, allocating $225,000 in funding for further improvements to Crown Festival Park and City Park. This funding included the construction of pickleball courts at City Park.
 The Parks Department collaborated with Engineering to develop the survey and construction documents in-house for the project, designing four (4) pickleball courts with associated sidewalk connections, fencing, and parking lot striping.
 
 The Invitation to Bid was advertised on OpenGov beginning January 29, 2025, as Project ID CIP 2025-009. A non-mandatory pre-bid meeting was conducted on February 6, 2025, and on February 20, 2025, three (3) bids were received. The received bids are as follows:

Engineering Staff contacted the references for the lowest bidder, ERC Environmental & Construction Services, Inc., but the references did not provide positive feedback. Additionally, the similar projects listed by ERC were small in scale and not comparable to the construction of sports courts. The other two bids significantly exceeded the available budget.
 The Engineering and Parks and Recreation Departments recommend that City Council authorize the rejection of all bids received through the Invitation to Bid process for the City Park Pickleball Court (CIP CPK2304), Project ID CIP 2025-009.
