Consideration of and action on authorizing execution of a Construction Contract with Allgood Construction Co. Inc. in the amount of $4,725,319.59 for the Dairy Ashford Widening Project, CIP ST1405.
RECOMMENDED ACTION:

Authorize the execution of  a construction contract with Allgood Construction Co. Inc. for the Dairy Ashford Widening Project, CIP ST1405, in the amount of $4,725,319.59.

EXECUTIVE SUMMARY:

In September 2009, a Preliminary Engineering Report (PER) for the Dairy Ashford Widening was completed. The PER looked at several options to improve capacity, reduce delays and improve mobility between the US Highway 59 and Dairy Ashford/US 90A intersection, north of the Union Pacific tracks to Julie Rivers Drive. The recommended alternative included the following:

 

South Section (Parklane Boulevard to US 90):

 

  • Replace asphalt shoulders with concrete paving creating a new third lane for both northbound and southbound lanes;
  • Install a fourth northbound lane for through/right turn movement at the intersection of US 90A; and
  • Install a directional median at the Parklane/Dairy Ashford intersection

 

North Section (US 90 to Julie Rivers Drive):

 

  • Remove and replace concrete paving;
  • Adjust storm sewer to accommodate proposed widening;
  • Install a third northbound lane;
  • Install additional turning lanes on the southbound section at US 90A;
  • Traffic signal modification;
  • Relocation of pedestrian poles and traffic signals in the median of US 90A; and
  • Install a directional median at the intersection of Julie Rivers Drive

 

In 2013, a pavement assessment of City streets was completed. The pavement assessment recommended the section of Dairy Ashford from US90A to Stiles Lane be reconstructed due to the deteriorating pavement. Therefore, the additional section of roadway from Julie Rivers Drive to Stiles Lane was included as part of the project along with the replacement of a 12-inch water line.

In February 2014, the design began on the necessary improvements and was completed in 2018. Due to the relocation of the pedestrian poles and traffic signals in the median of US 90A, as well as, improvements over the Union Pacific Railroad (UPRR) double tracks, staff coordinated with the Texas Department of Transportation (TxDOT) and UPRR on plan approval. An At-Grade Crossing Agreement was recently approved with Union Pacific Railroad (UPRR) in the amount of $657,352.00 for widening of the crossing which included design, labor and materials for the relocation of the necessary railroad equipment.

On April 18 and 25, 2018 the City published an Invitation to Bid (ITB) for construction services for CIP Project ST1405 Dairy Ashford Road Widening. The bids were opened on May 17, 2018. There were ten (10) bids submitted for this project. Allgood Construction Co. Inc. was the lowest responsible bidder with a total bid of $4,725,319.59. The engineer’s probable construction cost estimate was $5,984,680. The consultant has evaluated the bids and made a recommendation to award the contract to Allgood Construction Co. Inc.. Allgood Construction Co. Inc., have completed several projects within the City and have performed to an acceptable level in the past. The funds for the project are allocated in CIP ST1405 with an available budget of $6,135,015.00 The remaining balance will be used for the wayside horn relocation, construction administration, materials testing and contingency.

 

In November 2007, the Fort Bend County Mobility Bond was passed which included $830,000 for Dairy Ashford. The Interlocal Agreement (ILA) was approved by City Council in October 2015. Per the Agreement, staff will request the County submit the funds within 30 days after award of the project.


The Notice to Proceed for the project is anticipated to be issued in July 2018. The construction is anticipated to be completed within 510 calendar days, putting substantial completion of the project in December 2019.

In accordance with Policy CO110, Notification of Construction Impacts and Service Interruptions, the project is classified as an Area-Wide Project. The construction will impact traffic for the businesses in the surrounding area. Necessary construction notifications will be provided on the City website and through project signage. Adjacent businesses will be notified and kept informed on a regular basis throughout the project.

 

Staff recommends that the City Council authorize the execution of a construction contract with Allgood Construction Co, Inc. for the construction of the Dairy Ashford Widening Project, CIP ST1405, in the amount of $4,725,319.59.
