AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract in the amount of $400,000.00 with Arcadis-U.S., Inc. for Lift Station Assessment Project, CIP WW1802.
RECOMMENDED ACTION:
Approve the professional services contract in the amount of $400,000 with Arcadis-U.S., Inc. for Lift Station Assessment Project, CIP WW1802.
EXECUTIVE SUMMARY:

The City owns and operates 134 lift stations that serve its residents and businesses. As like any other asset, their condition is deteriorating due to aging and other factors. Renewing and replacing the City’s lift stations is an ongoing program. It is important for the City to understand how to maximize funding for operational and maintenance purposes, maintaining the expected levels of service.

 

Asset Management can provide the City with critical information on capital assets and timing of investments, enabling “the right intervention, on the right asset, at the right time”, in a manner that considers affordability and risk that is tied to pre-established levels of service (LOS) and corporate-level business risk factors. The key objective includes balancing system performance and costs  by striving for maintaining a LOS at the lowest possible life-cycle costs. 

 

This lift station assessment project is part of the City’s commitment to developing and implementing its Asset Management Program. This project consists of developing a Rehabilitation and Replacement Planning System (RRPS), that will assist the City in forecasting the lift stations in need of replacement/rehabilitation. The Consultant will perform a condition and performance assessment on all 134 lift stations to collect the necessary data required to populate and run the RRPS. The RRPS is a GIS-centric, risk-based, life-cycle cost model that will apply service levels, consequence of failure, condition and replacement cost criteria in conjunction with budget alternatives to plan for replacement/rehabilitation of lift stations for short and long term funding considerations.

 

Arcadis was selected in accordance with City policy PU-109, Procurement of Professional Services and Consulting. The fee was negotiated through a level of effort with Arcadis and Engineering staff. The scope of work for this project include the following services:

 

  • Establishing Risk Methodology
  • Performing condition and performance assessment
  • Various workshops
  • Configuring the RRPS
  • Delivering the RRPS tool, results and staff training

 

Funding for the project is available within CIP WW1802 with an available budget of $400,000.  The Notice to Proceed for the CIP WW1802 project is anticipated to be issued in April 2018 with the completion within 300 calendar days. The project is anticipated to be completed in February 2019.

 

The Engineering and Public Works Departments recommend that the City Council authorize the approval of the professional services contract in the amount of $400,000 with Arcadis-U.S., Inc. for the Lift Station Assessment Project, CIP WW1802.
