| | | | | | | | EXECUTIVE SUMMARY: | In 2013, the City completed a drainage analysis of the Covington Woods Subdivision and business park, as well as surrounding areas. The analysis determined that areas of Covington Woods are subject to roadway inundation during medium to extreme rain events. Some of the roadways are impassible during these events leading to decreased mobility and impaired emergency response. The analysis identified these areas as needing drainage improvement. This project is a continuation of an overall plan to improve drainage in coordination with previously completed and ongoing construction projects in the Covington Woods area.
The CIP DR1701 includes improvements along the side streets of Jess Pirtle Boulevard and a portion of Greywood Drive. The detailed scope of the project includes:
- Box culvert and storm drain installation at Sugardale and Sugarfield Courts
- 30-inch storm drain on Greywood Drive tying into recently completed Bournewood Drive trunk line
- Full width pavement replacement on Greywood Drive from Pinecroft Drive to Elkins Road, including alternate of additional areas identified in the Public Works street rehabilitation program
- Partial and full width pavement replacement on Sugardale Court and Sugarfield Court
The project was advertised in early April 2018 and bids were opened on April 26, 2018. Four (4) bids were received and the bid summary is below.

The Engineer's Estimate is $2.1 Million. The design consultant has reviewed the bids and recommends Allgood Construction as the responsible low bidder.
There is currently $2,088,248 available for this project in CIP DR1701. The funds will be used for the construction contract, construction contingency, and construction phase services. The Notice to Proceed for the project is anticipated to be issued in early August 2018. The work is to be completed within 300 calendar days, placing final completion at approximately June 2019.
As projects like these tend to greatly impact our residence, the Engineering staff has worked with Community Engagement with great success in communicating and delivering many projects similar to this one. Through engagement efforts with the HOA's, direct communication with the residents and continuous updates through the webpage and CIP Story Map staff focuses on maintaining clear lines of communication with our residents and making sure that they are aware of activities in their immediate area and the impacts that they will have on them. The recent success with project such as the Bournewood Drive, Ivymount, Lexington Blvd and Longview Sugar Creek improvements are examples of this and the efforts by staff to fulfill the obligations under policy CO-110. Staff anticipates several types of service interruptions expected during construction and will utilize all avenues of communication listed in the policy to notify residents, schools, and businesses of anticipated interruptions with sufficient notice to prepare for any scheduled activities.
