AGENDA CAPTION:

Consideration of and action on authorizing execution of a Professional Services Contract with Kelly R. Kaluza & Associates, Inc., in the amount of $203,200.00, for the Distribution System Water Main Rehabilitation Program, CIP WA1801.

RECOMMENDED ACTION:
Authorize the execution of a professional services contract with Kelly R. Kaluza & Associates, Inc. for  the Distribution System Water Main Rehabilitation Program CIP WA1801, in the amount of $203,200.
EXECUTIVE SUMMARY:

One of the City’s annual rehabilitation projects includes the design and construction of distribution waterlines to replace aged and high maintenance existing waterlines. Approximately 16,000 linear feet of waterline varying in size were identified in the Sugar Creek Subdivision area as needing replacement.

The replacement sections identified in this project were selected by a hybrid methodology; collaborating areas that had been previously designed to 60% and subsequently cut due to construction budget constraints; and additional areas identified by the Rehabilitation and Replacement Planning System (RRPS) model that is an integral part of the City's Asset Management Program. The RRPS model is a GIS-centric, risk-based, life-cycle cost model that will apply service levels, consequence of failure, condition and replacement cost criteria, in conjunction with budget alternatives to plan for replacement/rehabilitation of water lines for short and long--term funding considerations.

Asset Management provides the City with critical information on capital assets and timing of investments, enabling “the right intervention, on the right asset, at the right time”, in a manner that considers affordability and risk that is tied to pre-established levels of service (LOS) and corporate-level business risk factors. The key objective includes, balancing system performance and costs by striving for maintaining a LOS at the lowest possible life-cycle cost.

Kelly R. Kaluza & Associates, Inc. (Kelly Kaluza) was selected in accordance with City policy PU-109, Procurement of Professional Services and Consulting. This project is a continuation of the current Sugar Creek Water Main Rehabilitation project where some areas were designed to 60% by Kelly Kaluza, as previously described. The fee was negotiated through a level of effort with the consultant and Engineering staff.

The scope of work for this contract includes the following services:

 

  • Topographic Survey Work
  • Design of Final Construction Drawings
  • Supplemental Bid Documents and Final Cost Estimates
  • Pre-bid Administration Service
  • Advertise and Bid Phase Services

 
Funding is available in CIP WA1801, with an available budget of $234,775.00. The notice to proceed will be issued in October 2018, with contract time of 180 calendar days. Design is anticipated to be completed in May 2019. Construction for this project is currently budgeted in CIP WA1902 at $2.2 million.

Staff recommends the City Council authorize the execution of a professional services contract with Kelly R. Kaluza & Associates, Inc. for the Distribution System Water Main Rehabilitation Program CIP WA1801, in the amount of $203,200.
