| | | | | | | | EXECUTIVE SUMMARY: | The City of Sugar Land’s Three Tier Wireless System provides connectivity from the City’s Traffic Management Center to every traffic signalized intersection throughout the City (over 70 locations). The Three Tier Wireless System also supports the City’s Intelligent Transportation System (ITS) which helps manage traffic through real time monitoring, remote access, and data collection. In addition to traffic management, the Three Tier Wireless backbone provides wireless access for the Public Safety License Plate Recognition (LPR) system and the Utilities Department Supervisory Control and Data Acquisition (SCADA) communications.
The Three Tier Wireless system became fully functional in 2012; at that time there were nine coverage areas and with the completion of annexation last December, a tenth coverage area has been added. Each coverage area has a concentrator site defined as a High Site.
As the system ages, various equipment maintenance is required to remain operational.
The scope of services for this contract include, but are not limited to, the following:
- troubleshooting of all communication issues and making necessary adjustments, configurations, or repairs as needed at traffic signal intersections, high sites, and/or network/server rooms.
- Field support which includes, but is not limited to, installation of equipment, connection to conductors and/or power supplies, testing devices, configuring switches and backups, and logging all findings and activities.
- Equipment will include, but is not limited to, cameras, detectors, controller cabinets, data conductors, electrical conductors, fiber optic cable, switches, battery backups, a/c units, microwave radios and antennas, pull boxes, and conduit.
As per City Policy No. PU-105, the Information Technology Department followed the procedure to receive competitive sealed bids. Four bids were received and evaluated based on hourly and material rates using 2017 usage estimates as a benchmark. InspireCom, Inc. was determined to be the lowest responsible bidder as can be seen on the attached bid tab.
Three Tier Wireless Maintenance funds are available within the Information Technology Department's O&M budget in account 010-1125-511.41-02.
The Information Technology Department recommends that the City Council authorize the contract with InspireCom, Inc. to maintain the Three Tier Wireless System, in the amount of $40,000 for the remainder of Fiscal Year 2018, with four automatic one-year renewals in the amount of $80,000 per year, for a total contract cost of $360,000.00. |
