AGENDA CAPTION:
Consideration of and action on authorizing execution of a Construction Contract with C.F. McDonald Electric in the amount of $414,469.00 for the purchase and installation of two emergency generators at Public Works and City Hall Annex, CIP MU1712.
RECOMMENDED ACTION:

Authorize the execution of a construction contract with C.F. McDonald Electric for the purchase and installation of two emergency generators at Public Works and City Hall Annex, CIP MU1712,  in the amount of $414,469.00.

EXECUTIVE SUMMARY:

In order to provide backup power at the Public Works facility and at the City Hall Annex building, the City Council accepted a FEMA Grant in the amount of $506,250.00 and funding of $168,750.00 as the City's 25% matching funds in December 2016.

 

City Council awarded a design contract to Hatch Engineering (formerly Schrader Engineering) in August 2017 for the design of the project. The design was completed  in May 2018 and on May 16, 2018 an Invitation to Bid (ITB) for construction services of the emergency generator was advertised. Sealed bids were opened on May 24, 2018, with two (2) bids received.

C.F. McDonald Electric is the lowest responsible bidder with a base bid of $414,469.00. The Engineer's probable construction cost is $550,000.00. Hatch Engineering has evaluated the bids and made a positive recommendation regarding to award the construction contract.

 

The scope of the project is to purchase and install two emergency generators for the Public Works facilities and City Hall Annex. The project is expected to take six (6) months to complete. The successful completion of this contract will fulfill the terms of the FEMA Grant.

 

Funds are available for this project in the amount of $573,210.00, in CIP MU1712. The remaining balance will be used for contingency until the project is closed.

 

In accordance with Policy CO110, Notification of Construction Impacts and Service Interruptions, the project is classified as a Localized Project. The construction will not impact traffic or businesses in the surrounding area and no service interruptions are expected.

Staff recommends the award of the construction contract to C.F. McDonald Electric in the amount of $414,469.00 for the purchase and installation of two emergency generators at the Public Works facilities and City Hall Annex, CIP MU1712.
