AGENDA CAPTION:
Consideration of and action on authorizing execution of Change Order No. 1 with Drake Construction for parking lot installation in the amount of $3,810.00 for the Temporary Gun Range, CIP MU1807. The total contract cost is $50,730.00.
RECOMMENDED ACTION:
Authorize the approval of  Change Order No.1 with Drake Construction, sitework contractor, for the Temporary Gun Range, CIP No. MU1807, in the amount of $3,810.00 for installation of a parking lot area.
EXECUTIVE SUMMARY:

The Temporary Gun Range was included in the FY18 budget and was the number one priority identified through previous studies as it pertains to the development of the City's Police and Fire Department Training Facilities. The design of the gun range was conducted by in-house Engineering Department staff to save on funds. A detailed plan was put in place to deliver the range within the proposed budget of $250,000.

 

The intent of the project was to include a parking lot but due to anticipated probable construction costs for the proposed parking lot, it was not feasible to include it in the project due to requirements to raise the elevation above suitable flood levels. Therefore, the decision was made to remove the parking lot from the project and look at other options to provide parking as the construction phase progressed. Based on a field investigation, it was determined the parking lot could be relocated to the area where the stockpiles of dirt had been placed for construction that was not impeded by flood concerns. Review of historical photographs showed this area to have a suitable, compacted subgrade to support a parking lot of crushed concrete.

 

There is a construction project contingency of approximately $14,626 that has not been utilized.  All other construction elements have been completed and there were no change orders on the project.  Therefore, City staff requested a proposal from Drake Construction (site work contractor) to install the parking lot area.

 

Drake Construction Scope of Work:

 

  • Parking lot subgrade prep - 13,200 SF, 5 hrs - Dozer, Roller & 2 Operators           $1,250.00
  • Parking lot crushed concrete installation - install geotextile underlayment

         and install 4" of crushed concrete                                                                              $2,560.00

Total Cost of Work                                                                                                              $3,810.00

 

Drake Construction's current site work contract is $46,920.00. Adding Change Order No.1, in the amount of $3,810.00, will increase the total contract amount to $50,730.00, which requires City Council approval.  Both material and labor qualify for the public health and safety exemption thus not requiring competitive bidding.

 

The Engineering Department recommends that the City Council authorize the approval of Change Order No.1 with Drake Construction, for the Temporary Gun Range, CIP MU1807, in the amount of $3,810.00 for installation of a parking lot area.
