AGENDA CAPTION:
Consideration of and action on authorizing execution of a Memorandum of Understanding by and between the City of Sugar Land, Texas and Fort Bend Independent School District to establish an Interlocal Agreement regarding the relocation and interment of historical human remains discovered on the site of the future James Reese Career and Technical Education Center to the Imperial Prison Farm Cemetery.
RECOMMENDED ACTION:
Consideration of and action on authorizing execution of a Memorandum of Understanding by and between the City of Sugar Land, Texas and Fort Bend Independent School District (FBISD) to establish an Interlocal Agreement regarding the relocation and interment of historical human remains discovered on the future James Reese Career and Technical Education Center to the Imperial Prison Farm Cemetery.
EXECUTIVE SUMMARY:
On February 19, 2018, contractors at the Fort Bend Independent School District (FBISD) construction site discovered human remains while conducting excavation activities. Under the guidance of the Texas Historical Commission, Goshawk Environmental Consulting, Inc. determined the boundaries of the unmarked burial site, which is believed to contain an estimated 95 unmarked graves. On June 5, 2018, the 434th Judicial District Court of Fort Bend County granted FBISD authorization to exhume and examine the historical human remains. Goshawk’s archaeologists and forensic experts will perform the removal and testing at a laboratory located on the FBISD construction site.

On July 23, 2018, the FBISD Board approved the Memorandum of Understanding between the City of Sugar Land, Texas and FBISD that allows for an Interlocal Agreement that will establish details of the formal relocation and interment of the historical human remains to the Imperial Prison Farm Cemetery owned and operated by the City, subject to further verification of the age of the burial site and its historical relationship to the Imperial Prison Farm Cemetery.

Staff recommends City Council approve the Memorandum of Understanding between the City of Sugar Land, Texas and Fort Bend Independent School District, as detailed above.
