Consideration of and action on authorizing the execution of a Contract with Cedros Paving Services, LLC, in the amount of $223,470.00 for hardscape improvements at the intersection of U.S. Highway 90A and U.S. Highway 59 through the Sugar Land 4B Corporation; and a Sugar Land 4B Corporation budget amendment, in the amount of $73,470.00, from the Brooks Street Bridge Improvement, CIP ST1904, to US90A/US59 Hardscapes Improvements, CIP ST1905.
RECOMMENDED ACTION:
Authorize the execution of a US90A/US59 Hardscape Improvements Contract with Cedros Paving Services, LLC, in the amount of $223,470.00, through Sugar Land 4B Corporation Capital Improvement Program, to provide hardscape improvement services in the landscape areas at the US90A and US59 intersection and approve a budget amendment from CIP ST1904 to ST1905, in the amount of $73,470, from SL4B Corporation CIP funding.
EXECUTIVE SUMMARY:

As part of the beautification areas in the US90A right-of-way (ROW) maintained by the City, there are four locations adjacent to the US59 intersection that have been difficult to maintain, horticulturally speaking, due to the micro-climates that this area creates. These micro-climates can cause an increase in ground temperature and minimal or extensive sunlight. Their locations also provide a prime location for litter to collect within the plant material. These factors cause an increase in maintenance for the removal of litter and increased expenses in plant replacement due to the harsh conditions.

Staff identified these areas as locations where it would be beneficial to the City to remove the landscape and install colored, stamped concrete. This improvement will allow for minimal maintenance and provide savings to the City, while providing an improved look.

Staff initiated an Invitation to Bid and published it on May 8 and 15, 2019. Sealed bids were opened on May 23, 2019. Three bids were received.

Cedros Paving Services, LLC was the apparent low bidder. The City has worked on multiple projects with Cedros Paving and they currently work on our Sidewalk Replacement and Small Pavement Contracts.

Funding for this project is available in CIP ST1905 by way of the SL4B corporation. Staff presented a funding resolution to SL4B and was approved by the board at their April 17, 2019 meeting. The board also approved a budget amendment from ST1904, Brooks Street Bridge Improvements, to cover the incremental cost of the improvements. City Council approval of the budget amendment is requested to reallocate those funds from ST1904 to this project ST1905 in the amount of $73,470.

The Public Works Department recommends that the City Council approve a contract with Cedros Paving Services, LLC for US90A/US59 Hardscape Improvements, in the amount of $223,470.00, through Sugar Land 4B Corporation and approve a budget amendment to reallocate funds of $73,470 from ST1904 to ST1905 from Sugar Land 4B Corporation CIP funding.
