AGENDA CAPTION:

Consideration of and action on authorizing execution of a Construction Contract with Millis Development & Construction, LLC in the amount of $774,615.00 for the Cullinan Park, Section 1, Phase 1, Site Improvements, CIP PK1704 with funding provided by the Cullinan Park Conservancy.

RECOMMENDED ACTION:
Consideration of and action on authorizing execution of a Construction Contract in the amount of $774,615.00 with Millis Development & Construction, LLC, for the Cullinan Park, Section 1, Phase 1, Site Improvements, CIP PK1704, with funding from the Cullinan Park Conservancy. 
EXECUTIVE SUMMARY:

On May 19, 2015, the City of Sugar Land ("City") and the Cullinan Park Conservancy ("Conservancy") entered into a Memorandum of Understanding ("MOU") regarding financial contribution and development of Cullinan Park ("Park"). On or about June 22, 2015, the City of Sugar Land ("City"), City of Houston ("Houston"), Houston Parks Board, LGC ("HPB"), entered into an Interlocal Agreement ("Agreement") for the operation, maintenance and construction of permanent improvements for the Cullinan Park at Oyster Creek. On January 19, 2016, the City annexed the Park (754.829 acres of land) by adopting Ordinance 2039.
 
Since the execution of the MOU, the Conservancy has raised a total of $1,073,717 for capital improvements of the Park. Capital improvements will be done in accordance to the Cullinan Park Master Plan. The Conservancy Planning Committee, Parks and Recreation Department, Engineering Department and White Oak Studio ("Consultant") have developed the preliminary design and construction documentation for Section 1, Phase 1 of the capital improvements project.

Section 1, Phase 1 Site Improvements will be done in two (2) parts:

 

  1. Part I: Two (2) trail heads, a new trail, a boardwalk, a lake overlook, signage, planting, understory clearing, site furnishing, water utilities and electrical lines.

  2. Part II: Pre-fabricated restroom with an aerobic treatment system. Part II will be a design/build construction project through a BuyBoard company, which will be presented to City Council at a later date. 

An Invitation to Bid for Cullinan Park Improvements: Section 1, Phase 1, CIP PK1704 (Part I) was advertised on August 1, 2018, August 8, 2018, and August 15, 2018. Bids were opened on August 30, 2018, and the City received three (3) bids for the project.

The responsible low bidder is Millis Development & Construction, LLC, with a total bid of $774,615.00. The Consultant's estimate of probable construction cost is $880,000. The Consultant and staff recommend awarding the contract to the responsible low bidder, Millis Development & Construction, LLC.

Staff has provided Houston, HPB, and Conservancy an opportunity to review the bid and contract document, and they are satisfied with the project. Additionally, the City of Sugar Land PARCS Advisory Board recently received an update on Cullinan Park as part of a presentation on the FY19 Capital Improvement Program.

 

There is currently $947,218.90 available in CIP PK1704, which will be used for the Section 1, Phase 1 construction projects. 

 

Staff recommends the City Council authorize the execution of a construction contract with Millis Development & Construction, LLC, in the amount of $774,615.00 for the Cullinan Park, Section 1, Phase 1, Site Improvements, CIP PK1704.
