Consideration of and action on authorizing execution of a one-year Contract with Stripes and Stops Company, Inc., in the amount of $98,000.00, for thermoplastic pavement marking services. This contract will automatically renew for four additional one-year terms for a total contract amount of $490,000.00.
RECOMMENDED ACTION:
Authorize a contract for pavement marking with Stripes and Stops Company, Inc. in the amount of $98,000 to provide Thermoplastic pavement marking services with four automatic one-year renewals for a total contract amount of $490,000.
EXECUTIVE SUMMARY:

As part of the City’s Pavement Markings Maintenance Program, the Public Works Department’s Traffic Division is responsible for the maintenance of all the pavement markings in the public right-of-way. Pavement markings keep motorists safe by providing guidance on roadways. Good striping helps prevent collisions with oncoming vehicles or vehicles traveling in the same direction, as well as run-off-the-road crashes. Pavement markings are especially important at night and during bad weather when visibility is low. Maintenance contracts are awarded annually to assist the Traffic Division in the maintenance of pavement markings.

 

This contract includes line items to restripe with thermoplastic pavement marking material, which is used on roadways that are more heavily traveled than a typical local street or minor collector. In February 2018, Fort Bend County authorized the award of a Thermoplastic Pavement Markings Maintenance contract to Stripes and Stops Company, Inc. Using the City’s current Interlocal Agreement with Fort Bend County dated November 3, 2009, the Traffic Division submits this contract with Stripes & Stops Company, Inc. to provide thermoplastic pavement marking services for Fiscal Year 2019. The contract is structured as a unit price contract which enables Traffic staff to utilize as few or as many of the bid services, as the budget allows.

 

For FY 2019, the Traffic Division plans to concentrate on the following thoroughfare roads that are in need of restriping. These thoroughfares include, but are not limited to: Commonwealth Blvd (Austin Pkwy – University Blvd), Austin Pkwy (SH 6 – Lexington Blvd), Dairy Ashford Road (city limits – Corporate Drive), and Burney Road (7th Street - Voss Road). This contract will also re-stripe intersections (including crosswalks and stop bars) and accommodate other non-CIP improvements to make roads safer and more efficient.

 

Funding for this contract is available through the Public Works Traffic Division’s Operations & Maintenance budget for FY 2019 and renewable for four one-year options (until FY 2023).

 

The Public Works Department recommends that the City Council approve the contract for the pavement marking with Stripes and Stops Company, Inc. in the amount of $98,000 to provide Thermoplastic pavement marking services  for FY19 with four automatic one-year renewals for a total contract amount of $490,000.
