Review of and discussion on the Asset Management Program, next steps, and upcoming contracts.
RECOMMENDED ACTION:
Receive an update on the Asset Management Program for upcoming contracts for consideration and approval.
EXECUTIVE SUMMARY:
As the City of Sugar Land's assets age, focus on the maintenance of existing infrastructure and careful decision-making regarding infrastructure development becomes increasingly necessary.

The City has established Annual Budget and Capital Improvement Program (CIP) processes that provide transparency and traceability in decision-making.

In Fiscal Year 2013, a management initiative was established to work towards the formalization of an infrastructure and asset management process. As part of that initiative, work products capturing existing infrastructure, asset management information, and reviewing best practices on a national and international level were completed.

A strategic project was later created to develop a corporate asset management program that establishes a precedent of data-based, transparent, and repeatable decision making. The corporate approach will ensure the City's assets are maintained in a manner so that they deliver the level of service needed to meet our residents’ and customers’ expectations, and coordinate ongoing efforts in most City departments.

Assets fundamentally exist to provide value to the residents and customers. This approach to asset management is very much focused on understanding the connection between the assets and the service they provide - with ultimately, all investment being linked to either maintaining or enhancing service to the right intervention, on the right asset, at the right time, in a manner that considers affordability and business risk. To be truly effective, asset management needs to be multi-disciplinary, involving the residents and all level of City staff.

The workshop will update the City Council on the Asset Management Program and upcoming contracts for consideration and approval.
