AGENDA CAPTION:
Review of and discussion on the City of Sugar Land Fiscal Year 2018 Master Plan Annual Reports.
RECOMMENDED ACTION:
Receive a presentation on the City's master plan annual reports.
EXECUTIVE SUMMARY:

Staff will provide the Planning and Zoning Commission with the results of the FY18 Master Plan Annual Report process.  Master plan annual reports are one tool the City uses to identify policy issues or significant efforts that the City should consider for inclusion in the City’s annual work plan. 

 

The annual reports document the following for each master plan:

  • A progress report on implementation;
  • Identification of policy or other areas where greater attention or resources are needed; and
  • An evaluation of the need for an update to the master plan itself. 

 

A master plan is a tool used to implement the City’s Comprehensive Plan.  A master plan is subject-specific in that it sets policy and identifies future public needs related to the master plan’s particular focus.  A master plan should identify specific goals, objectives, and strategies the City can pursue to address future needs.  Additionally, a master plan identifies a set of improvements to accomplish the goals and often includes trigger points for timing of each improvement.  While a master plan should identify a specific list of actionable items, it is still a high level plan and can identify broad needs, including policy guidance, to be developed through future efforts. 

 

The City has eight master plans: the Land Use Plan; the Master Thoroughfare Plan; the Parks, Recreation, and Open Space Master Plan (PROS); the Pedestrian and Bicycle Master Plan; the Water Master Plan; the Wastewater Master Plan; the Facilities Master Plan; and the Master Drainage Plan.  Each master plan is considered an element of the Comprehensive Plan.

 

The City has an existing interdepartmental policy regarding its official master plans.  The policy outlines the purpose and process for creating and updating master plans.  One of the components of the City’s approach to updating master plans is conducting an annual report for each master plan.  The primary purpose of the annual report is to assess the implementation progress of the master plans by highlighting accomplishments.  The annual report also provides for an assessment of whether an update is needed to the master plan itself. 

 

The City developed full annual reports for seven of the eight master plans for FY 18: the Master Thoroughfare Plan; the Pedestrian and Bicycle Master Plan; the Master Drainage Plan; the Water Master Plan; the Wastewater Master Plan; the Parks, Recreation and Open Space Master Plan and the Facilities Master Plan. Staff did not prepare a report for the Land Use Plan, since the plan's update was underway during the preparation of this year's annual reports.

 

A copy of the FY18 Master Plan annual reports is attached for the Commission's review. Additionally, this year, in lieu of an executive summary, staff has prepared a summary report, which is also attached.
