AGENDA CAPTION:

Consideration of and action on a Professional Services Contract with Halff Associates, Inc., in the amount of $542,850.00, for design of the Settlers Park, Greenfield West, and Mesquite North Drainage Improvement Projects, CIP DR1903 and DR1904.

RECOMMENDED ACTION:
Authorize the execution of a Professional Services Contract with Halff Associates, Inc., for the Settlers Park, Greenfield West & Mesquite North Drainage Improvements, CIP DR1903 & DR1904, in the amount of $542,850.00.
EXECUTIVE SUMMARY:

A drainage study was completed in 2018 for areas of the Settlers Park subdivision post Hurricane Harvey. These areas regularly experience excessive street ponding during major storm events. The study identified multiple areas that far exceeded the city's performance criteria within the Master Drainage Plan and they have been programmed in phases in the current capital improvement program.

 

This project will involve constructing a new storm drainage outfall into LID 2 Ditch “C”, replacement of storm sewer, water mains, concrete roadways reconstruction and replacement of sidewalks along portions of Mesquite Drive, Sleepy Hollow Drive and Green Fields Drive within the Settlers Park Subdivision.

After project completion, the area will see a reduction in the ponding depths and times during major rain events along with a general improvement in driving conditions on the roads.

 

Halff & Associates, Inc., was selected through an RFQ process as the consultant to perform the engineering services required for this project. This selection was in accordance with City Policy PU-109 for procurement of professional services.

 

A proposal for engineering design and bid phase services for the project has been submitted by Halff & Associates, Inc. The scope includes, but is not limited to the following;

 

  • Project Coordination and Public Engagement with staff
  • Utility Coordination
  • Field Surveys and Easement Preparation
  • Geotechnical Investigation
  • Permitting
  • Hydrologic and Hydraulic (H&H) Analysis
  • Roadway, Water Line, and Storm Sewer Design Plans
  • Specifications, and Estimates
  • Bid Phase Services

 

The Engineering Department has negotiated the above scope of work with Halff & Associates, Inc., for a fee in the amount of $542,850.00. There is currently $560,000.00 available in CIP DR1903 and DR1904. These two projects are combined into one design project and will be bid for construction as one project for economy of scale. Completion of design is anticipated in December 2019 and construction of the project is planned in FY20. 

 

The Engineering Department recommends City Council authorize the execution of a professional services contract with Halff & Associates, Inc., for the Settlers Park, Greenfield West & Mesquite North Drainage Improvements Project, CIP DR1903 and DR1904, in the amount of $542,850.00.
