AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract with Pacheco Koch, LLC, in the amount of $166,728.00, for the design of the City of Sugar Land Airport westside access road and civil design of the Public Safety Training Facility, CIP AP1903 and MU1901.
RECOMMENDED ACTION:
Authorize a professional services contract with Pacheco Koch, LLC, for the civil and road design services, CIP MU1901 and CIP AP1903 in the amount of $166,728.00.
EXECUTIVE SUMMARY:

The scope of work of this professional services contract covers two components. Part 1 is the design of the Airport West Side Access Road and Part 2 is the design of the civil package of the Public Safety Training Facility.

The City of Sugar Land and the Sugar Land Regional Airport each purchased property to the west of the airport that once was the Texas Department of Criminal Justice Central Unit Prison. The purchased property was identified for 3 separate uses; expansion of the airport (approx. 95 acres), light industrial park (approx. 120+ acres) and Public Safety Training Facility (appox. 27+ acres). The 95 acres purchased for the airport will be used solely for development of aviation related businesses.

The Facilities Master Plan of 2007 identified the need for a Public Safety Training Facility. The Facility Master Plan Update of 2015 further evaluated the feasibility of utilizing the Central Unit Prison property for the training facility. A PER was performed for the Public Safety Training Facility, evaluating site layout options, programming of activities and spaces, as well as conducting cost estimates. In FY 2018, funding was approved to proceed with the first phase of the training facility, which included the Interim Gun Range. Since July 2018, the interim gun range has been put to use providing the much needed training and firearms qualification opportunities to the police department and has been in use almost every other week since completion.

The scope of this project includes the following:

  1. Extension of the roadway along the west border of the airport property leading from the Central Unit, One Circle Drive, up to the hangars on the west side which has been identified in the airport’s current draft master plan.
  2. First phase of the training facility which includes roads to the Interim Gun Range and access to the future phases of the training facility
  3. All site civil planning for drainage and preparation of fire props

The Engineering Department followed the requirements of Policy PU-109 and selected Pacheco Koch, LLC, after confirming the firm met all requirements, has previous work experience with the City, and there were no existing conflicts with other ongoing projects.

Funding for this project comes from two sources, CIP AP1903 Airport West Side Entry Roadway and CIP MU1901 Public Safety Training Facility. The portion of roadway which is on airport property will be funded by CIP AP1903 project with a design cost of $60,022.00. The rest of the roads located on the training grounds will be founded through the CIP MU1901 project with a design cost of $106,706.00. The design cost the entire project is $166,728.00.

The Engineering and Airport Departments recommend that the City Council authorize the professional services design contract with Pacheco Koch, LLC. for the civil road package design services, CIP MU1901 and AP1903, in the amount of $166,728.00.
