The Planning and Zoning Commission is authorized under city charter and state law for two types of roles; 1) make recommendations concerning the use of land; and 2) make decisions on the division of land. Cases before the Commission include:

The Planning and Zoning Commission recommends to the City Council land use cases for City Council consideration and final decision. The Commission has quasi-judicial authority and discretion; Commission recommendations assist the City Council in reaching decisions that are reasonable and beneficial to the City.
The Commission has less discretion on preliminary and final plat decisions; state law authorizes the Commission to make final decisions on plats but limits the authority and actions.
Members are appointed annually to serve two-year staggered terms.
