Consideration of and action on authorizing execution of a Contract with Building Exterior Solutions, Inc., in the amount of $58,200.00, for roofing assessments, and related professional services for Fire Stations 2, 3, and 5, and the T.E. Harman Center, CIP MU1904.
RECOMMENDED ACTION:
Authorize the execution of a professional services contract with Building Exterior Solutions, Inc., for roofing assessments and related professional services for Fire Stations 2, 3, and 5, and the T.E. Harman Center, CIP MU1904, in the amount of $58,200.
EXECUTIVE SUMMARY:

The Facilities Management Division of the Environmental & Neighborhood Services Department is charged with the repair and maintenance of the City's municipal buildings. This group tracks and observes the ongoing conditions of all of our facilities and has determined the following buildings are due for roofing replacement, primarily due to outliving their useful years:

 

  • Fire Station #02 - Age, 33 years old. Impacted by long term water intrusion & building envelope failure;
  • Fire Station #03 - Age, 28 years old. Impacted by poor sheet metal details encompassing the entire roof;
  • Fire Station #05 - Age, 18 years old. The roof has experienced wind damage on its shingles and various roof vents/curbs have pulled away exposing the metal flanges and allowing wind and rain infiltration into the building; 
  • T.E. Harman Center - Age, 35 years old. Impacted by loose metal edging, missing head closures and gutters/downspouts pulling away from the building.

 

Building Exterior Solutions, Inc., a Terracon company (BES), provides comprehensive building envelope solutions. Their background consists of architecture, engineering and construction to protect buildings from air and moisture penetration damage. The scope of work to be performed on all of these buildings include the following: Full evaluation and assessment  of all existing conditions, generate specifications for bidding, provide a minimum of three (3) roof manufacturers and their recovery system, attend the pre-construction meeting, perform three (3) site visits with reports and perform a final walk-thru with the roofing manufacturer's representative.

 

BES has worked with the City on the recent roofing renovation of the Public Works, Building B. Their expertise in the field proved to be exceptional and helped deliver a good design, with attention to detail, and assisted in delivering the project on schedule and in budget. The Engineering Department has followed the City's Policy Number PU-109 concerning the selection of professional services and has negotiated a not to exceed time and material scope of work and fee (detailed below per facility).

The available project budget is $215,000 in CIP MU1904. The total contract amount (professional services) for all four buildings comes to a total of $58,200.00. This leaves $156,800.00 for the actual roof replacements (construction phase). Once the assessment and plans have been completed, staff will review schedules, cost and budget to determine if any additional funding needs have developed.

 

The Engineering and Environmental and Neighborhood Services Department recommends City Council approve a professional services contract with Building Exterior Solutions, Inc., for roofing assessments and related professional services for Fire Stations 2, 3, and 5, and the T.E. Harman Center, CIP MU1904, in the amount of $58,200.00.
