Consideration of and action on authorizing execution of a Professional Services Contract with Aguirre and Fields, LP, in the amount of $63,382.00, for the Oyster Creek Airport Maintenance Bridge Replacement design and construction phases services, CIP AP1901.
RECOMMENDED ACTION:
Authorize the execution of a professional services contract with Aguirre and Fields, LP, in the amount of $63,382.00, for the design of, and construction phase services for, the Airport Maintenance Bridge Replacement over Oyster Creek, CIP AP1901.
EXECUTIVE SUMMARY:
The existing airport maintenance bridge over Oyster Creek is located at the northeast corner of the airport runway. This wood structure was built in the 1950's and measures 10 ft. wide and 100 ft. long with five spans of 20 ft. each. The bridge has been used by airport vehicles and equipment to cross over Oyster Creek to maintain the safety area and electronic aviation equipment located north of the airport's runway.

During Hurricane Harvey, flow velocities in Oyster Creek and accumulated debris under the existing 100 ft. long wood maintenance bridge, displaced the bridge more than 10 inches from its intermediate bend support. An inspection and assessment of the bridge condition, performed by a qualified structural engineering company in February 2018, determined that the bridge is not safe to be used and must be replaced.

As per the recommendations in the engineering report issued by the structural engineer, the bridge will be replaced with a 100 foot long, single span concrete bridge. The superstructure of the existing bridge will be completely removed and the pile bends will be cut at the mud level.

On August 2017, five (5) engineering companies were invited to submit a Statement of Qualifications (SOQs) for the design of the bridge replacement. Four (4) of the five (5) companies submitted SOQs, and after careful evaluation performed by the Airport and Engineering staff, in November 2018, Aguirre and Fields, LP was selected to provide a fee proposal and schedule for the Design of the Airport Maintenance Bridge over Oyster Creek.

The funding for the project is in CIP Project No. AP1901 - Oyster Creek Airport Maintenance Bridge Replacement, with an available budget of $300,000, which includes both design and construction. Remaining funds will be used for the construction phase.

The Engineering and Airport Departments recommend City Council approve the execution of a professional services contract in the amount of $63,382.00 with Aguirre and Fields, LP for design and construction phase services for the Oyster Creek Airport Maintenance Bridge Replacement, CIP AP 1901.
