The Three Tier Wireless network ring’s purpose is to provide remote access and control, as part of the City’s Intelligent Traffic System (ITS) initiative, for the more than 70 traffic-controlled intersections. The use and scope of the system has also increased to include SCADA and Public Safety LPR. The new High Site will extend existing service levels for ITS, SCADA and LPR into the newly annexed areas of Greatwood and New Territory.

During the Greatwood and New Territory annexation planning phase a decision was made by the Police Department (PD), Public Works (PW), Utilities, and Information Technology (IT) annexation points of contact to build out a new Three Tier Wireless High Site. The new Three Tier High Site (10) is required to provide or support essential city services (i.e., License Plate Recognition, Traffic Management, SCADA).

ITB No. 2019-15 was posted to request proposals to install this equipment. The City received one responsive and responsible proposal. This one proposal does not provide the City with a competitive comparison of pricing options and staff prefers to rebid with an updated scope of work.

Texas Local Government Code 252.043 (f) authorizes the governing body to reject bids. Section X, Instructions to Bidders, of ITB 2019-15, states that “The City may reject any or all Bids as provided by law.”

As such, staff recommends that the City Council reject the bid received through the Invitation to Bid process for Three Tier High Site 10 Project. With the approval of this action, staff will immediately initiate revisions and rebidding of this project.
