AGENDA CAPTION:
Consideration of and action on authorizing the execution of a Construction Contract with Precise Services, Inc., in the amount of $1,205,509.40, for the construction of access roads for the Airport West Side Entry and the Public Safety Training Facility projects, AP1903 and CIP MU1901.
RECOMMENDED ACTION:
Authorize the execution of a construction contract with Precise Services, Inc., for the construction of the access roads for the Airport West Side Entry, AP1903 and the Public Safety Training Facility, CIP MU1901, in the amount of $1,205,509.40.
EXECUTIVE SUMMARY:

The 2007 Facilities Master Plan identified the need for a Police and Fire Training Facility. The 2015 Facilities Master Plan Update evaluated utilizing the acquired Central Prison Unit property for the training facility and recommended to conduct a Preliminary Engineering Report (PER) for the public safety training facilities. The PER was completed in 2017, which developed layout options, programming of activities and spaces, as well as a cost estimate. In 2018, a workshop was presented to City Council to provide updates on activities regarding the master plan for the Public Safety Training Facility. The workshop included the master plan layout of the training grounds and steps to move forward with the development of a roadway access to the site.

 

In 2018, funding was provided for an interim gun range. This new gun range provided the much needed qualifications training and SWAT training our police officers required in the City. In May 2019, City Council approved the purchase of a new conex fire training prop in a first step action to also bring the Fire Department training into the City limits. This next phase provides access to the overall Public Safety Training Facility.

 

City Council awarded a design contract with Pacheco Koch Consulting Engineers on December 4, 2018. Their scope of work included connecting to the existing asphalt road on the prison grounds and providing overall west side access for the future development of the Sugar Land Airport. In addition, this new north/south road will also provide access to the new training facility. Branching off at three (3) locations, the overall goal is to provide access to four (4) locations in the training area. These locations include: the interim gun range, joint training facility, future gun range / live fire shoot house, and the Fire Department burn structures. Pacheco Koch has surveyed the overall site, designed a concrete roadway system and provided the first steps for channeling drainage. The design has been divided up into five (5) bidding Units and also contains several bid deducts, in an effort to aid the City with its funding and to maximize the amount of work to be performed with the available funding.

 

Pacheco Koch was able to provide a full set of construction documents on schedule which included drawings and specifications all within a period of five (5) months. This package was advertised to bid on May 29 and June 5, 2019. The bids were opened on June 13, 2019. Six (6) companies submitted bids on the project, after a thorough review by the City's Purchasing Department it was determined that two (2) of the companies would be disqualified for not following the bidders instructions. The bids are summarized below:

 

 

The design engineer's cost estimate is $1,443,193. Pacheco Koch performed a thorough review of all bid submittals and determined Precise Services, Inc. to be the qualified low bid for Units 1, 2, 4, 5. Unit 3, paved access to the interim gun range will be addressed as funding becomes available in FY20.

 

There are two (2) funding sources for the roads project; AP1903 - West Airport Road of $919,978 and MU1901 - Training Facility of $980,954.35. Total funds available are $1,900,932.35.

 

City staff recommends that the City Council approve a construction contract with Precise Services, Inc., for the material and labor to install the access roads for the Airport West Side Entry AP1903 and the Public Safety Training Facility MU1901, in the amount of $1,205,509.40.
