The City of Sugar Land’s Three Tier Wireless System is a microwave communication network. The system provides connectivity from the City’s Traffic Management Center to traffic signal intersections throughout the City (over 90 locations). The Three Tier Wireless System also supports the City’s Intelligent Transportation System (ITS) which helps manage traffic through real time monitoring, remote access, and data collection. In addition to traffic management, the Three Tier Wireless backbone provides access for the Public Safety License Plate Recognition (LPR) system and the Utilities Department Supervisory Control and Data Acquisition (SCADA) communications.
The current Three Tier Wireless system has nine High Sites established throughout Sugar Land city limits. With the annexation of Greatwood and New Territory, an additional 10th High Site (HS10) was planned for installations. The City has found the best tower location for this High Site and this scope of work will be to install and configure this 10th site at 543A Lee Lane, Sugar Land, Texas, on the existing Crown Castle Tower. A Crown Castle approved installer must be used.
The addition of HS10 to the existing City of Sugar Land microwave network is essential to intra-city flow of data. High Site 8 (HS8) and High Site 9 (HS9) will be reconfigured to sight HS10 to allow a continuous ring to be maintained.
An Invitation to Bid, ITB-2019-18, for the installation and configuration of Three Tier High Site 10, was advertised on April 10 and April 17, 2019. Bids were opened on April 25, 2019. Six (6) bids were received, with one found non-responsive.

These proposals were evaluated and it was determined that Minuteman Security Technologies, Inc., was the apparent low bidder. The contract for this service is in the amount of $75,940, and funds are budgeted within the CIP project number CIP MU1803.
The Information Technology Department recommends that the City Council approve a contract, in the amount of $75,940.00, with Minuteman for the installation and configuration of High Site 10, CIP MU1803.
