AGENDA CAPTION:
Consideration of and action on authorizing the execution of a Contract with Tetra Tech, Inc., in the amount of $75,000.00, to update the City of Sugar Land Hazard Mitigation Plan.
RECOMMENDED ACTION:
Consideration of and action on authorizing the execution of a contract with Tetra Tech, Inc., in the amount of $75,000.00 for the purpose of updating the City's Hazard Mitigation Plan that is required to be completed every five years.
EXECUTIVE SUMMARY:

The State of Texas requires that the City update their Hazard Mitigation Plan (Plan) every five years.  The purpose of the Plan is to identify national and man-made hazards, to identify actions and activities to reduce any losses from those hazards and to establish a coordinated process to implement the Plan. In April 2018, the City applied for and received a grant to fund a consultant contract in order to update the City's Plan.  A grant with a total amount up to $100,000 was awarded. 75% is covered by the grant and the City's match is 25%.

 

An extensive RFQ process was conducted by Purchasing and contract negotiations were conducted by the City's Purchasing Office and Legal Department.  A team was assembled and Tetra Tech was chosen as the successful company to conduct the update to the Plan.  Upon Council approval, a contract will be awarded for the full budgeted amount of $75,000.00, as the grant is on a reimbursement basis. 

 

Tetra Tech is aware of the grant award timeline and period of performance ending July 24, 2020.  The proposed accelerated 12-month schedule beginning from the contract award date to the plan submittal to TDEM, includes the following tasks:

 

  • Mitigation Planning Team Coordination
  • Risk Assessment and Vulnerabilities
  • Public Involvement Strategy
  • Update Goals, Objectives, Capabilities, and Actions
  • Assemble the Plan
  • Plan Review and Adoption

 

Sugar Land Fire - EMS requests that Mayor and Council approve this contract with Tetra Tech in the amount of $75,000 to update the City's Hazard Mitigation Plan. The grant will reimburse up to $56,250 based on actual funds spent.
