| | | | | | | | EXECUTIVE SUMMARY: | The Capital Improvement Program provides annual funding for the rehabilitation of existing Ground Water Storage Tanks (GSTs) located at the city’s groundwater plant sites. The main objective of this program is to perform rehabilitation to extend the useful life of existing GSTs.
The FY19 Ground Storage Tank Rehabilitation project CIP WA1903 consists of the rehabilitation of three GSTs with two tanks at the Austin Parkway Groundwater Plant and one tank at the New Territory Groundwater Plant. IDS Engineering Group completed inspection and evaluation reports on the tanks in November 2018. This report identified deficiencies and provided rehabilitation options for the tanks. The design for the rehabilitation was completed in June 2019.
The scope of the construction project, based on the recommendations from the November 2018 inspection report, includes the following:
- Rehabilitation of interior dry space
- Rehabilitation of wet space
- Rehabilitation of exterior coating system
- Replacement of roof rafters, interior piping, and appurtenances
To work within the project budget and provide flexibility, the project was packed into a base bid plus two bid alternates as shown below:
- 1.50 MG GST No. 3 Austin Pkwy Groundwater Plant (Base bid)
- 0.44 MG GST No. 2 Austin Pkwy Groundwater Plant (Alt. No. 1)
- 0.50 MG GST New Territory Groundwater Plant (Alt. No. 2)
An Invitation to Bid was advertised on June 26 and July 3, 2019. Nine (9) bids were received on July 18, 2019. After review of the bid documents by the city’s purchasing group, three (3) of the nine (9) bids were deemed non-responsive because they did not provide all of the required forms.

The project team recommended to award the base bid and the add alternate No. 1 to complete the rehabilitation work for the tanks at the Austin Parkway Groundwater Plant. The total contract amount is $779,065 and the available funding in CIP WA1903 is $720,780. Additional funding will be needed to cover the construction contract, construction phase administration services ($22K), and contingency ($25K) for a total budget amount of $824,915. Therefore, a budget amendment of $105,000 from the Utility CIP Fund Balance is required to finance the recommended option.
IDS Engineering Group completed a review and evaluation, and provided a letter of recommendation indicating N.G. Painting, LP is capable of completing a project of this nature. N.G. Painting, LP completed the rehabilitation of the 1.5MG GST at the First Colony Groundwater Plant in Fall 2013. Upon the City Council’s approval, the Notice to Proceed will be issued with a contract time of 300 calendar days.
The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with N.G. Painting, LP for the rehabilitation of the Ground Storage Tank No. 2 and Ground Storage Tank No. 3 at the Austin Parkway Water Plant, CIP WA1903, in the amount of $779,065; and a budget amendment from Utility CIP Fund Balance in the amount of $105,000. |
