Consideration of and action on authorizing the execution of a Construction Contract with Matula & Matula Construction, Inc., in the amount of $1,287,826.00, for the rehabilitation of Lift Stations at First Colony Commons (No. 38), Sartartia (No. 403), Campbell Elementary (No. 509), and the add alternate Trudeau (No. 45), CIP WW1902; and a budget amendment in the amount of $244,000.00, from the Utility CIP Fund Balance.
RECOMMENDED ACTION:

Authorize the execution of a construction contract with Matula & Matula Construction, Inc. for the rehabilitation of Lift Stations at First Colony Commons (No. 38), Sartartia Middle School (No. 403), Campbell Elementary (No.509) and Trudeau (No.45), CIP WW1902 in the amount of $1,287,826; and a budget amendment from Utility CIP Fund Balance in the amount of $244,000.

EXECUTIVE SUMMARY:

The City of Sugar Land owns and operates 134 wastewater lift stations throughout the City. These lift stations are a critical part of transporting wastewater from residents' homes to one of the City’s four wastewater treatment plants. The City’s service level for lift stations is based on an adopted 25-year useful life for the majority of the assets within each lift station. The City’s annual Capital Improvement Program (CIP) includes funding to proactively rehabilitate a number of these lift stations in order to maintain the current service level.

To help prioritize the annual CIP investment, the City conducts routine inspections and assessments of the wastewater lift stations and develops a list of those lift stations in need of rehabilitation. In FY19, the following lift stations were recommended for rehabilitation:

 

  • First Colony Commons - No. 38
  • Sartartia - No. 403 - New Territory
  • Campbell Elementary - No. 509 - Greatwood
  • Trudeau - No. 45

 

All four (4) lift stations require major rehabilitation in order to avoid further deterioration. Proactive rehabilitation of these assets will reduce the likelihood of future failure and offset the higher reactive repair costs. These improvements also improve service levels to include compliance with electrical codes, improved efficiency, and improved safety of operational staff.

The design of the recommended rehabilitation was approved by City Council on February 19, 2019, and completed in September 2019.  The rehabilitation project scope of work includes the following tasks:

 

  • Valve vault modifications / pump installation
  • Riser and header piping installation
  • Electrical improvements to include SCADA connectivity
  • Wetwell recoating / By-pass pumping / Start-Up Testing
  • Other necessary miscellaneous improvements

 

In order to work within the project budget, the project was packaged into a base bid that consisted of three (3) lift stations plus one (1) alternate bid as shown below:

 

  • First Colony Commons - No. 38 (Base bid)
  • Sartartia - No. 403 (Base bid)
  • Cambell Elementary - No. 509 (Base bid)
  • Trudeau - No. 45 (Add-alternate Bid)

 

An Invitation to Bid was advertised on September 25 and October 2, 2019. Five (5) bids were received on Thursday, October 17, 2019.  A bid summary of the Five (5) bids is shown below:

Staff recommends to award the base bid plus the add alternate bid to the lowest total bidder Matula & Matula Construction for a total contract amount of $1,287,826.  In order to take a proactive approach in managing the lift station rehabilitation program and take advantage of the good pricing received in the biding process, the add alternate is recommended to be included in the construction contact. 

 

The available funding in CIP WW1902 is $1,142,187.74. Additional funding will be needed to cover the construction contract, construction phase administration services ($33,000) and contingency ($64,391) for a total budget amount of $1,385,217. Therefore, a budget amendment of $244,000 from Utility CIP Fund Balance is required to finance the recommended project.

Sander Engineering Corporation completed a review and evaluation, and provided a letter of recommendation indicating Matula & Matula Construction Inc. is capable of completing a project of this nature. Matula & Matula Construction Inc. previously completed the City's Lift Station rehabilitation project CIP WW1201 in Spring of 2015. Upon the City Council’s approval, the Notice to Proceed will be issued with a contract time of 300 calendar days.

 

In accordance with Policy CO-0110, Notification of Construction Impacts and Service Interruptions, the Lift Station Rehabilitation project is classified as a Neighborhood Project located on city property and inside fences. No service interruptions are anticipated. Staff will provide notification via door hangars, mail outs and one-on-one communications as needed.

 

The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with Matula & Matula Construction Inc. for the rehabilitation of the Lift Stations at First Colony Commons (No.38), Sartartia (No.403), Campbell Elementary (No.509) and Trudeau (No.45) CIP WW1902, in the amount of $1,287,826; and a budget amendment from Utility CIP Fund Balance in the amount of $244,000. This project is funded from the Series 2019 Utility Revenue Bonds issued in FY2019.
