AGENDA CAPTION:
Consideration of and action on authorizing the execution of a Construction Contract with Alsay Incorporated, in the amount of $729,908.00, for the Well Rehabilitation Project, CIP WA1901.
RECOMMENDED ACTION:
Authorize approval of a construction contract with Alsay Incorporated in the amount of $729,908 for the Well Rehabilitation Project, CIP WA1901.
EXECUTIVE SUMMARY:
The Woodchester No. 4, Sugar Creek No. 2 and Greatwood No. 1 wells are due for maintenance and replacement of components as inspections warrant. The project’s scope includes pulling the existing well motors and pumps, televising the casing and screens, wire brushing the screens (as needed), replacement of the pumps and rebuilding or replacing the electric well motors, replacement of well column components, chemical cleaning (if required), and performance testing of the completed wells.

The contract documents and specifications were recently completed and an Invitation to Bid (ITB) was advertised on October 16 and October 23, 2019. Bids were opened on October 31, 2019 and four (4) bids were received. The bid summary follows:

The responsible low bidder is Alsay Incorporated with a total bid of $729,908. The Engineer’s opinion of the probable construction cost was $750,000.

The project budget as available funds in the amount of $790,000 in Well Rehabilitation Project, CIP WA1901. The Notice to Proceed is planned to be issued in January 2020, and the contract time is 150 calendar days for construction. The anticipated completion of the project is expected to be in June 2020.

In accordance with Policy CO-0110, Notification of Construction Impacts and Service Interruptions, the Well Rehabilitation project is classified as a Neighborhood Project located on city property and inside fences. No service interruptions are anticipated. Staff will provide notification via door hangars, mail outs and one-on-one communications as needed.

The Engineering and Public Works Departments recommend approval of a construction contract in the amount of $729,908 with Alsay Incorporated for the Well Rehabilitation Project, CIP WA1901.
