Water Plant Rehabilitation is an annual improvement project in the Capital Improvement Program to provide for maintenance and improvements of the Cities twelve (12) Groundwater Plants. These improvements are necessary to meet the City's water production capacity and water quality requirements. Annual Improvements are identified based on the recently completed Ground Water Plant Asset Management Model.
This year's planned improvements include:
1) Construction of an additional 1 million gallon ground storage tank at the Greatwood #1 water plant to provide additional capacity, and
2) Upsize and replace the existing caustic and liquid ammonium sulfate (LAS) storage tanks at six (6) Groundwater Plants to replace weathered tanks and create additional capacity and efficiencies.
3) The alternate bid includes replacing the chemical feed pumps due to the end of their useful life at three (3) Groundwater Plants.
The final engineering design of the improvements was completed in February 2020.
An invitation to bid (ITB) was advertised on April 1, and April 8, 2020. Bids were opened on April 23, 2020, with five (5) bids received. The bid summary is as follows:

The qualified low bidder is WW Payton Corporation, with a total bid of $1,990,000. WW Payton has successfully completed numerous similar projects for the City in the past. The engineers estimated probable construction cost is $2.3 million. CIP WA1904 Water Plant Rehab has an available balance of $1,857,299. CIP WA2004 Water Plant Rehab has an available balance of $898,000. Funding for the construction of the project from both CIP projects as follows:

Costs for construction administration ($45k), materials testing ($30k), and construction contingency ($100k) with a total estimated cost of $175,000 will be funded by CIP WA2004 Water Plant Rehab. Notice to Proceed (NTP) is expected to be issued in June with 330 calendar days to substantial completion in May 2021.
With all work occurring inside the fence of the Groundwater Plants, notification of the work will be sent to the residents bordering the water plant in accordance with policy CO-0110 Notification of Construction Impacts and Service Interruptions. No service interruption is anticipated.
The Engineering and Public Works Department recommends that the City Council approve a construction contract with WW Payton Corporation for the Water Plant Rehab Project, CIP WA1904 & CIP WA2004, in the amount of $1,990,000.
