Since 2014 the City has utilized the Superion OSSI for Computer Aided Dispatch and Records Management System (CAD/RMS) as the primary platform for Public Safety Dispatch. The City is part of the League City Consortium for this Dispatch system. By being a part of the consortium, the City is able to take full advantage of the software system while sharing the cost across nine (9) different municipalities (Sugar Land, Galveston, LaPorte, Friendswood, Webster, Deer Park, Alvin, Nassau Bay, and League City).
The City utilizes the system for the following items:
· Computer Aided Dispatch (CAD)
· Mobile Computing (Police and Fire Mobile Data Terminals)
· Records Management (RMS)
· Jail Management
· Fire RMS Interface
· Automated Vehicle Location (AVL), Maps
· Property and Evidence
· Mug Shot/Workstation
· Crime Lab
· Field Training
· Custom Modification
Each year the City must renew its software maintenance contract with Superion. The renewal allows the City to receive regular software enhancements as they become available and 24/7 support. This maintenance must be purchased through Superion, as they are the sole provider of maintenance and support for their software.
The OSSI maintenance contract increased by approximately 0.8% from FY19. The Information Technology Department has attached a quote detailing the renewal services.
Funding for this purchase is budgeted and available in the Information Technology Department Operations and Maintenance budget.
The Information Technology Department recommends the City Council approve the renewal of the Annual Maintenance Agreement with Superion, LLC for the OSSI Computer Aided Dispatch and Records Management System (CAD/RMS) software in the amount of $87,815.35.
