The City maintains over 315 acres of right-of-way (ROW) that is maintained as part of our beautification contracts. A significant amount of the plant material is nearing the end of its useful life, and/or has succumb to the harsh environment of the ROW and needs to be looked at for capital replacement or updating. Staff is recommending multiple capital improvement projects over the next few years that will ease maintenance and water usage by establishing resilient plant material in the ROW.
In FY19, as part of a city-wide ROW beautification plan, staff brought forward a project utilizing funding from the Sugar Land 4B Corporation (SL4B) intended for “Landscape Replacement along major city routes, including US Hwy 59, US Hwy 90A, and State Hwy 6." This project was initiated to provide continuity along the City's US90A corridor, and was guided by following the parameters set forth in the Streetscape Policy. This project would focus on planting beds at the intersections, consisting of low maintenance and hardy plant selections. The remaining areas of the medians in between intersections would consist of turf and shade trees. The US90A Landscape Rehabilitation Phase I, which included project limits just west of SH6 to University Blvd, was completed in early 2019.
On October 15, 2019, SL4B approved funding resolution 2019-10-13. Utilizing the budgeted $200,000 for "Median Landscape Rehabilitation along US HWY 90A" within CIP TR2001 and picking up where Phase I project limits ended, the US90A Landscape Rehabilitation Phase II will include project limits from University Blvd to Eldridge Rd. This project would be an extension of Phase I, by continuing the same design style and plant palette, to create the desired continuity along the US90A corridor. The project anticipated construction window is January - March 2020
An Invitation to Bid (ITB) was advertised on October 23, 2019 and October 30, 2019. Bids were opened on November 7, 2019. Two bids were received, with Westco Grounds Maintenance Co., Inc., being the apparent low bidder.

The Public Works Department recommends that the City Council approve a contract with Westco Grounds Maintenance Co., Inc., in the amount of $152,763.00, for the US90A Landscape Median Rehabilitation - Phase II (TR2001).
