In 2005, a comprehensive drainage study was completed to address drainage concerns in the Sugar Creek neighborhoods, which included recommendations for multiple improvements (including lake and detention) to the Riverbend Country Club (RBCC) property that is downstream of Sugar Creek - located to the northwest of the intersection of Dulles Avenue and Avenue E. The improvements included the expansion and deepening of the existing lake for additional storage, as well as three (3) other areas that would be utilized for detention. An agreement with RBCC was executed in June 2008, for construction, detention, and maintenance and the original project was completed in 2009. During the 2017 and 2018 heavy rain events, the existing detention pond had experienced severe scouring on the downstream side of the existing control structure. The scouring action has created a deep hole where the water spills over.
The scope of work for the Riverbend Country Club Spillway Repair CIP DR2003 includes filling of the void(s) with concrete grout to re-establish the areas in front of the bulkhead and weir structure at the RBCC. This proposed improvement will stabilize the area in front of the structure, provide a reinforced bottom to reduce energy and slow the flow and create improved flow throughout the area to avoid any future damage to the area downstream of the structure.
The design was done in-house by the Engineering Department. During the design, two (2) consultants provided review comments. An Invitation to Bid was advertised on November 6 and 13, 2019. Four (4) bids were received on November 21, 2019. A bid summary of the four (4) bids is shown below:

The available funding in CIP DR2003 is $100,000. This amount covers the construction contract and $7,500 in contingency. Engineering staff will be conducting the construction administration and inspection for this project.
Engineering staff completed a review, evaluation, and called references provided by the contractor. Based on the references and contractor experience, staff believes Complete Concrete Contracting is capable of completing a project of this nature. Upon the City Council's approval, the Notice to Proceed will be issued in January with a contract time of 30 calendar days.
In according with Policy CO-110, Notification of Construction Impacts and Service Interruptions, the Riverbend Country Club Spillway Repair project is classified as a Neighborhood project, and no interruption of any service is anticipated during the construction of this project. Engineering staff will coordinate with personnel of the RBCC before and during construction.
The Engineering and Public Works Departments recommend that the City Council authorize the execution of the construction contract with Complete Concrete for the Riverbend Country Club Spillway Repair, CIP DR2003 in the amount of $92,500.
