AGENDA CAPTION:
Consideration of and action on authorizing the execution of a one-year Contract with Calgon Carbon Corporation, in the amount of $289,800.00, for the removal and installation of granular activated carbon for the Surface Water Treatment Plant.  This contract will automatically renew for four additional one-year terms for a total contract amount of $1,449,000.
RECOMMENDED ACTION:

Approve a one-year contract in the amount of $289,800.00 to Calgon Carbon Corporation for the removal and installation of Granular Activated Carbon for the Surface Water Treatment Plant and authorization of the option to exercise four additional one-year terms for a total contract amount of $1,449,000.00.

EXECUTIVE SUMMARY:

As part of the Surface Water Treatment Plant process, Granular Activated Carbon (GAC) is used to help control potential taste and odor issues that are sometimes inherent in treating surface water.  Organics found in surface water are absorbed by carbon.  The annual replacement of GAC material is an ongoing routine maintenance expense.

 

On September 25, 2019 and October 2, 2019, the City published an invitation to bid (ITB) for the purchase of replacement Granular Activated Carbon.  On October 10, 2019, the responses to the ITB were opened.  The only bid received was from Calgon Carbon Corporation with a total bid of $289,800.00.  This total cost is based on a unit cost of $1.61 per pound of carbon installed. This is the same unit cost the City paid for Carbon under the FY19 GAC contract.  The bid provides for the vendor to furnish all labor, materials, equipment, and supervision for the removal, transport, reactivation or disposal of spent GAC from the filters and to furnish all labor, materials, equipment, and supervision for the supply, and installation of virgin GAC into the filters.

Funding for this contract is available through the Utility Operations Fund.

The Public Works Department recommends that the City Council approve a one-year contract, in the amount of $289,800.00, with Calgon Carbon Corporation for the removal and installation of Granular Activated Carbon for the Surface Water Treatment Plant and authorization of the option to exercise four additional one-year terms for a total contract amount of $1,449,000.00.
