As part of the City’s Sign Maintenance program, all signs within the City’s rights-of-way (not including state roads) have a targeted replacement cycle of 10 years to help meet federal standards specified by the Texas Manual on Uniform Traffic Control Devices (TMUTCD). The maintenance helps reinforce safety along our City streets by providing clear regulations, warnings, and guidance to road users. Maintaining the retroreflective characteristic of signs is especially important at night or during bad weather when visibility is low. In 2015 and in 2018, staff completed sign assessments which documented every sign’s location, type, and the date of install based on its sign tag. The assessment showed the City was responsible for maintenance of approximately 16,000 signs, which are fabricated, installed, and maintained by City Traffic Technicians. The City’s service level commitment is to annually replace 10% of all traffic signs based on a 10-year useful life to keep all signs compliant with TMUTCD. In order to move closer to meeting the service level commitment, the Public Works Department requested and received funds to contract out the approx. 2,000 signs over the next two years to primarily change out sign assemblies (signs, post, etc) in Greatwood and New Territory along with other parts of the City.
On November 13, 2019, the City published an invitation to bid (ITB) specifying the terms and work for the proposed Sign Maintenance contract in the City of Sugar Land. The contract is structured as a unit price contract which, enables Public Works to utilize as few or as many of the bid services as the allocated budget allows. The types of services included in the contract include, but are not limited to:
• Fabrication of various signs per the TMUTCD;
• Removal of existing sign assemblies;
• Installation of sign post with wedge anchors; and
• Hardware for installation.
The contract terms specify a two-year renewable contract - the original term plus the option to automatically renew annually for an additional one-year term.
On December 12, 2019, the City received and opened one sealed proposal from American Infrastructure Maintenance Management, LLC (AIMM). The unit bid prices from AIMM’s proposal showed reasonable pricing to complete the majority of the proposed work needed to bring areas up to standard.
Funding for this contract is available through the Public Works Traffic Division’s Operations & Maintenance budget for FY 2020.
The Public Works Department recommends that the City Council approve the execution of a contract for traffic sign maintenance with American Infrastructure Maintenance Management, LLC, in the amount of $100,000. The contract shall have one auto-renewable year for a total contract amount of $200,000.
