The City’s Public Works Department maintains 117 bridges throughout the City. Maintenance needs are identified by inspections conducted by the Texas Department of Transportation (TxDOT). TxDOT is required to perform an inspection of all bridges throughout the State every two years, and the City receives a condition rating for each bridge. The condition rating is a comprehensive rating of the bridge and includes a rating for various bridge structures.

The City received notification in 2018 that the bridge located on Sweetwater, crossing over Alcorn Bayou, has structural issues that caused the rating to be lowered from a 6 to a 5, requiring the weight limit to be restricted until repairs are made. Repairs required to increase the bridge rating include:

1. Spall repair
2. Removal and replacement of bridge wingwalls
3. Cleaning and sealing of joints

City staff contracted with Aguirre & Fields Engineering to complete the design, engineer's estimate and bid documents. The Engineers opinion of probable construction cost was $120,886.00.

An Invitation to Bid was published on April 29th and May 6th, with bid opening on May 14th for a construction contract. The chart below summarizes the bids received, with Cedros Paving Service, LLC being the apparent low bidder:

Cedros Paving Service, LLC, was the acceptable low bidder for this projects. Cedros Paving is currently under contract with the City for sidewalk and small pavement repairs and has a good history of working in the City of Sugar Land.

Funding of $170,000.00 is available in CIP ST2001 for the repair of the Sweetwater Bridge Repair.

The Public Works Department recommends the City Council approve the Sweetwater Bridge Repair, CIP ST2001, with Cedros Paving Service, LLC, in the amount of $112,438.00.
