AGENDA CAPTION:
Review of and discussion on proposed Imperial Highway 6 District Tract I Final Development Plan.
RECOMMENDED ACTION:
Hold a workshop on the proposed Imperial Highway 6 District Tract I Final Development Plan and provide feedback as appropriate.
EXECUTIVE SUMMARY:
This is a Commission workshop for the proposed Imperial Highway 6 District, Tract I Final Development Plan for 1.872 acres. The proposed commercial project is located at the northeast corner of State Highway 6 and Crown Garden Trail adjacent to the Crown Garden Single Family Residential FDP. 

The proposed FDP is located within the approved Imperial/Tract 3 General Land Plan for commercial use, and is part of the overall 690.2-acre 1st Step Planned Development (PD) General Development Plan (GDP) for the Imperial District which includes all the properties bounded by the northeast corner of the intersection of US Alternate Highway 90 and State Highway 6, Oyster Creek, and parts of Burney Road. The GDP was approved by City Council under Ordinance 1969 in 2014. The intent of the General Development Plan PD was to separate the 690-acre property into six key districts (Ball Park, Highway 6, Historic 1&2, Residential, and Open Space) with district uses and development parameters. The General Development Plan called out this acreage as Highway 6 District Tract I for miscellaneous office and commercial uses. The 2014 plan also allowed for fuel sales at this site; however, the proposed PD FDP does not include a fuel station option for land use, which lessens the intensity of the planned commercial site.

Based on an initial staff review, the Final Development Plan appears to be in overall compliance with the Imperial/Tract 3 General Land Plan and PD General Development Plan. City staff has also reviewed and concurred with the Traffic Impact Analysis (TIA) study for this site. The proposed Imperial Highway 6 District Tract I PD FDP includes one approximately 9,800 square foot retail center on one reserve with vehicular access limited to Crown Garden Trail - and no direct driveways to Highway 6.  This workshop will give the Commission the ability to review the proposal, ask questions, and provide key feedback, prior to scheduling a public hearing for the PD case.
