PUBLIC HEARING 5:30 P.M.: Receive and hear all persons desiring to be heard on proposed rezoning of approximately 4.80 acres from Standard Single Family Residential (R-1) District to Planned Development (PD) District Final Development Plan for the existing Grants Lake Tempos Section Two (townhome community) located at the intersection of Grants Lake Boulevard and State Highway 6.

FIRST CONSIDERATION: Consideration of and action on CITY OF SUGAR LAND ORDINANCE NO. 2203: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SUGAR LAND, TEXAS, PROVIDING FOR A CHANGE OF ZONING FROM STANDARD SINGLE-FAMILY RESIDENTIAL (R-1) DISTRICT TO PLANNED DEVELOPMENT (PD) DISTRICT FINAL DEVELOPMENT PLAN FOR 4.763 ACRES LOCATED ALONG GRANTS LAKE BOULEVARD IN THE GRANTS LAKE TEMPOS SECTION TWO TOWNHOME SUBDIVISION.
RECOMMENDED ACTION:
Hold Public Hearing followed by Discussion and 1st Reading of Ordinance No. 2203 for the Rezoning of Grants Lake Tempos Section Two from Standard Single Family to Planned Development.
EXECUTIVE SUMMARY:
This is a City-Initiated request for a rezoning of approximately 4.80 acres from Standard Single Family Residential (R-1) to Planned Development (PD) District Final Development Plan. The site is the existing developed Grants Lake Tempos Section Two townhome community, originally developed in 1982 prior to annexation. The property is located at the intersection of Grants Lake Boulevard and State Highway 6.

The City recently concluded rezoning proceedings for Grants Lake Tempos Section One. In order to continue this correction of zoning districts, the City is moving forward with a PD proposal for Grants Lake Tempos Section Two. In 2019, staff became aware that the site was not zoned in character with the existing townhome development but rather zoned R-1 as part of the zoning process following annexation in 1991. In addition, the standard City zoning district for townhome development (R-3) was assessed but deemed not to be an appropriate zoning district for the property due to the specific platted layout plan and common open space of Grants Lake Tempos Section Two from 1982 that was not consistent with R-3 zoning standards. If a new development were to be requested in a similar layout for a project within the City limits today, Planned Development (PD) zoning would be the appropriate tool, not unlike PD townhome zoning in Lake Pointe and the Imperial area during the last 10 years. Taking this into consideration, the City has been working on a staff-initiated Planned Development (PD), which would allow the property to re-develop in character with the original plan. The PD will include a number of shaping parameters to ensure that any reconstruction/redevelopment of the property occurs in a manner that preserves the character of the original development design.

The Planning & Zoning Commission held the public hearing for Grants Lake Tempos Section Two on February 27, 2020, and direction to staff was to move forward with the Consideration & Action phase of the rezoning to PD. The Commission saw the item next on May 12, 2020, and voted unanimously to recommend approval of the rezoning to the Mayor and Members of City Council. Staff recommends approval of the Grants Lake Tempos Section Two PD. 

The item is being scheduled for City Council Public Hearing and 1st Reading for July 7th, 2020, with an anticipated 2nd Reading on July 21, 2020.
