AGENDA CAPTION:
Consideration of and action on authorizing execution of a Contract with Atlas Facility Solutions, Inc., in the amount of $127,207.74, for custodial services for park facilities. This contract will automatically renew for four additional one-year terms for a total contract amount of $636,038.70.
RECOMMENDED ACTION:

Consideration of and action on authorizing execution of a contract with Atlas Facility Solutions, Inc. in the amount of $127,207.74/year ($636,038.70 total for five years) for the Parks & Recreation Department’s Custodial Services for Park Facilities.

EXECUTIVE SUMMARY:

Maintaining and operating safe, clean, orderly, and attractive parks and open spaces is a vital service the City of Sugar Land Parks & Recreation Department provides to residents. Department staff manages a custodial services contract to offer professional services in line with the Sugar Land Way and to promote optimal utilization of the City’s park system. The Department manages five community facilities as well as the restrooms at thirteen parks including the soccer, baseball, and softball complexes. A future restroom at Mayfield Park is being added later this year that was included in this bid process. These facilities are prioritized and maintained at a high quality based on their usage levels. The properties should reflect an overall appearance of aesthetic quality and care, with attention given to every detail of the janitorial program. The invitation to Bid (ITB) was advertised on May 13, 2020, and May 20, 2020. The bid(s) were opened on June 4, 2020. Atlas Facility Solutions provided the only bid received.

 

Atlas Facility Solutions has been the custodial contractor for this service for the last ten years. The two previous contracts allowed for four renewals, with the most recent contract and four-year renewal being awarded July 1, 2015. The custodial contract included daily cleaning at the community centers and higher use park restrooms, and 3-4 times a week on the lower usage park restrooms. Parks staff will continue their existing practice to monitor and clean the park facilities and restrooms in addition to this custodial contract, and continue to follow the COVID-19 protocol of making sure each restroom is cleaned/disinfected at least once per day.

 

The daily cleaning of all community centers provided under this contract includes, but is not limited to: sinks, toilets, dusting, sweeping, mopping, disposal of trash, and restroom cleaning/disinfecting. Services also include monthly buffing of the tile floors and quarterly waxing. The contract also provides for an hourly rate for emergency on-call service response.

 

The contract is for a period of one year beginning July 20, 2020, through July 19, 2021, with an option of four additional one-year terms. Prices must be firm for a period of one year from the date of the contract award. Any request for price adjustments will be based upon the annual percentage change in the Houston CPI.  The maximum annual adjustment will not exceed +/- 2.5% for any individual year.  The change will be determined annually at the renewal date.  Atlas Facility Solution’s price of $127,207.74, is under the budgeted amount for FY20 of $130,598.88.

 

Atlas Facility Solutions has met all contract requirements and has demonstrated the ability to meet the contract specifications. Staff recommends the City Council approve a contract with Atlas Facility Solutions, Inc. in the amount of $636,038.70 total for five years for the Parks & Recreation Department’s Janitorial Services Contract.
