| | | | | | | | EXECUTIVE SUMMARY: | The City’s Water Distribution System Rehabilitation Program is a waterline replacement program that prioritizes and replaces aged water main infrastructure that is prone to leakage and areas of high reported break history. The rehabilitation program helps to maintain and enhance customer service levels and provide adequate distribution capacity to customers. Currently, the waterline rehabilitation program includes alternating years of design and construction.
The proposed replacement sections identified in the CIP CWA1801 project were selected by the Rehabilitation and Replacement Planning System (RRPS) model, which is a risk-based Water Main Asset Management Model. The model uses risk-based methodology, which includes water main age, breaks history, and the consequence of failure to prioritize the water main rehabilitation.
The scope of work for CIP CWA1801 project consists of the following:
- Base Bid - approximately 19,688 linear feet of 4”, 6”, 8” and 12” water mains within the Sugar Creek Subdivision.
- Alternate Bid - approximately 1,212 linear feet of 8" water main behind the Sugar Creek Shopping Center.
Kaluza Inc. was the design engineer and completed the design of the project in September 2020 and an Invitation to Bid was advertised on October 7 and October 14, 2020. Five (5) bids were received and opened on Thursday, November 12, 2020. Two (2) of the bids were deemed non-responsive (N/R) because the bidders did not provide financial and other supporting documents that are required as part of the bid submittal.
The Engineer’s opinion of probable construction cost is $2,389,210.00.

The available budget for construction, contingency, construction administration and easement acquisition in CIP CWA1801 is $2,128,278.00. With the total Base Bid plus Add-Alternate price of $1,823,054.35, 5% contingency of $91,152.72, and an estimated construction phase administration cost of $20,000.00, the amount needed for project completion is $1,934,207.07, leaving a balance of $194,070.99. The remaining funds will be used to complete easement acquisition as well as remain with the project for additional contingency as might be needed for the project due to the nature of construction and proximity to residents.
The design engineer completed a review and evaluation of the bids and provided a letter of recommendation indicating Reliance Construction Service, L.P is capable of completing a project of this nature. Reliance Construction Service, L.P previously completed several City of Sugar Land projects to the satisfaction of the City including:
- CIP WA1402 Water Main Rehabilitation Project in spring 2017
- CIP WW1501 Force main Replacement at the City Lift Stations Nos. 13, 23, and 25 in fall of 2016
Upon the City Council’s approval, the Notice to Proceed will be issued in December 2020 with a contract time of 260 calendar days.
In accordance with Policy CO-0110, Notification of Construction Impacts and Service Interruptions, the Distribution System Water Main Rehabilitation Project is classified as a Localized Project. Construction impacts will include temporary water service interruptions and temporary driveway access restrictions. Staff will notify affected residents through HOA stakeholder meeting, door hangers, and one-on-one communications.
The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with Reliance Construction Services, L.P. for the Distribution System Water Main Rehabilitation Project, CIP: CWA1801 Base Bid plus Add-Alternate in the amount of $1,823,054.35.
