Consideration of and action on authorization of a Construction Contract with T. Gray Utility & Rehab Company, LLC, in the amount of $407,875.00, for the rehabilitation of the existing storm sewer pipe for Sugar Creek Golf Course Drainage Pipe Rehabilitation Project, CIP CDR2004.

RECOMMENDED ACTION:

Authorize the execution of a construction contract with T. Gray Utility & Rehab Company, LLC. for the rehabilitation of the existing storm sewer pipe for Sugar Creek Golf Course Drainage Pipe Rehabilitation, CIP CDR2004, in the amount of $407,875.00.

EXECUTIVE SUMMARY:

The existing 54-inch reinforced concrete pipe (RCP) storm sewer that runs from Country Club Boulevard to the detention pond located inside Sugar Creek Country Club property is over 45 years old. The storm sewer conveys the collected storm water from the adjacent neighborhoods to the existing regional drainage system. Several sinkholes have been discovered along the storm sewer alignment. Staff investigated and excavated along the pipe and identified separations in the existing joints that allowed infiltration to enter the pipe and caused the sinkholes. To develop a comprehensive rehabilitation plan, the City also completed a video inspection of the storm sewer in July 2019. The video shows the joints connecting the pipe have experienced some separation. The pipe needs to be rehabilitated to prevent further infiltration which could adversely affect the drainage system's conveyance capacity and efficiency.

 

The design for the rehabilitation was completed in October 2020. The project includes the rehabilitation of the joints along 1,560 LF of the existing 54-in storm sewer pipe and rehabilitation of the manholes with the restoration of the surrounding disturbed areas. Below is a description of the scope of work for the project included in the Base Bid and Alternative A.

 

 

Base Bid

Includes the rehabilitation of the pipe joints within approximately 1,210 linear feet of pipe, including the rehabilitation of nine (9) storm manholes and restoration of the surrounding area

Alternative A

Includes the rehabilitation of an additional 350 linear feet of RCP rehabilitation of two (2) storm manholes and restoration of the surrounding area

Base Bid + Alt. A

Total of approximately 1,560 linear feet of RCP rehabilitation and rehabilitation of eleven (11) storm manholes and restoration of the surrounding area

 

Invitation to Bid (ITB) was advertised on October 7 and October 14, 2020, for the project. On October 22, 2020, four bids were received and opened. During the review process, it was noticed that 717 Construction Service made a minor mathematical error, which slightly increased their price. However, this did not change the bidder order or status of the low bidder position. The bid summary is as follow:

The bids were evaluated and sorted from lowest to the highest bid of the Base Bid alone and the Base Bid + Alternative A.  In both scenarios, T. Gray Utility & Rehab. Co. was the low bidder.  The standard process to evaluate a bid with an alternative is to initially add the base bid and the lowest alternative of each bidder to arrive at the total bid for each contractor as shown in the table above. Once this is determined, the City will then evaluate which option is best for the available project budget. 

 

Based on the evaluation, the responsible low bidder is T. Gray Utility & Rehab, with a total bid (including alternative A) of $407,875.00. The Engineer’s opinion of probable construction for the project was $521,300.00. Funding for this project is available from CIP CDR2004 Sugar Creek Drainage Pipe Rehabilitation Project with a balance of $503,676.00. After awarding the construction contract of $407,875.00 to T. Gray Utility Rehab, the remaining funds will be used for construction administration, material testing, and contingency.

 

The Notice to Proceed is planned to be issued in December 2020, and the contract time is 120 calendar days for construction. The anticipated completion of the project is expected to be in March 2021.

 

In accordance with Policy CO-0110, Notification of Construction Impacts and Service Interruptions, the Sugar Creek Country Club Strom Rehabilitation Project is classified as a Localized Project. Coordination with the golf course will be ongoing throughout the project to address any minor temporary access concerns during construction. Staff will notify affected residents and adjacent property owners through the HOA meetings/newsletters, City website, door hangers, and one-on-one communications.

 

The Engineering and Public Works Departments recommend the execution of a construction contract with T. Gray Utility & Rehab Company, LLC. of the Base Bid and Alternative A for the rehabilitation of the existing storm sewer pipe for Sugar Creek Golf Course Drainage Pipe Rehabilitation, CIP CDR2004, in the amount of $407,875.00.
