AGENDA CAPTION:
Consideration of and action on authorization of a Construction Contract with Wadecon, LLC, in the amount of $3,293,689, for the Sugar Creek Drainage Improvements - Montclair Boulevard Phase 1 Project, CIP CDR2102. 
RECOMMENDED ACTION:
Authorize the execution of a construction contract with Wadecon, LLC, for the Sugar Creek Drainage Improvements - Montclair  Phase I Project CIP CDR2102 in the amount of $3,293,689.00.  
EXECUTIVE SUMMARY:

Sugar Creek neighborhood experiences significant flooding during medium to intense flood events due to undersized inlets and storm drains. The results of the East Sugar Creek Preliminary Engineering Report (PER) dated March 2014 identified proposed improvements needed to alleviate flooding within the neighborhood.  The report specifically identified the design and construction of a new relief storm system (box culverts) along Country Club Blvd. and extending south on Montclair Drive to divert storm water to the East Sugar Creek Ditch.  

 

The design was completed in October 2018, and construction funding was approved as one of the 2019 General Obligation (GO) Bond projects for FY21 funding. The identified improvements will be constructed in phases with the project limits of Phase 1 to be along Montclair Drive, south of Country Club Drive, to East Sugar Creek Ditch. The project includes the installation of approximately 2100 L.F. of storm sewer with associated inlets, manholes, and drainage appurtenances. The project also includes removal and replacement of existing concrete pavement, along with the replacement of approximately 1,372 L.F. of water line and 223 L.F. of sanitary sewer. 

 

The project includes base bid items and base bid with alternative items. The base bid with alternatives consists of the use of cement lime instead of regular lime as subgrade. The use of cement lime can reduce the time of construction along residential areas as cement lime cures and sets faster than regular lime and provides a more stable subgrade. 

 

Invitation to Bid (ITB) was advertised on August 26 and September 2, 2020. Eleven (11) bids were received and opened on September 17, 2020, for the project. Two of the bids did not have required documents and were disqualified. This gave the City nine (9) bids to review and evaluate.  During the review process, some mathematical errors were found on three (3) of the bids, however, that did not change the low bidder position.  The bid summary is as follow:

The standard process to evaluate a bid with alternative is to initially add the base bid and the lowest alternative of each bidder to arrive at the total bid for each contractor, as shown in the table above. Once this is calculated, the City will then arrive at the best economical and feasible bid for the project.

 

The responsible low bidder is Wadecon, LLC, with a total bid of $3,293,689. The Engineer’s opinion of probable construction for this portion was $3,957,740. Funding for this project is available from CIP CDR2102 Sugar Creek Drainage Improvements - Montclair Blvd.  Phase I with an available balance of $4,500,000. After awarding the construction contract of $3,293,689 to Wadecon, LLC, the remaining funds will be used for construction administration, material testing, and contingency.

 

The Notice to Proceed is planned to be issued in December 2020, and the contract time is 365 calendar days for construction. The anticipated completion of the project is expected to be in December 2021.

 

In accordance with Policy CO-0110, Notification of Construction Impacts and Service Interruptions, the Sugar Creek Drainage Improvements - Montclair Blvd. Phase I Project is classified as a Localized Project. Construction impacts will include road closure/detour, driveway access, mail delivery, trash pickup, and temporary water/wastewater service interruptions. Staff will notify affected residents through the City website, HOA meetings, mailout letters, message signs, door hangers, and one-on-one communications.

  

The Engineering and Public Works Departments recommend approval of a construction contract in the amount of $3,293,689 with Wadecon, LLC, for the Sugar Creek Drainage Improvement - Montclair Blvd. Phase I, CIP CDR2102.
