Consideration of and action on the appointment of two members for unexpired terms ending September 30, 2021; five members for terms expiring September 30, 2022; and appointment of a Chair and Vice Chair, to the Planning and Zoning Commission
RECOMMENDED ACTION:

Consideration of and action on appointment of two members to the Planning and Zoning Commission for unexpired terms ending September 30, 2021; reappointment of five members to Planning and Zoning Commission for a two-year terms expiring September 30, 2022; and appointment of a Chair and Vice Chair for one-year terms expiring September 30, 2021.

EXECUTIVE SUMMARY:

The Planning and Zoning Commission is authorized under City charter and state law for two types of roles; 1) make recommendations concerning the use of land; and 2) make decisions on the division of land. Cases before the Commission include:

 

  • Rezoning (land use)
  • Conditional Use Permits (land use)
  • Zoning Regulation Amendments (land use)
  • General Plans (land use and division of land)
  • Preliminary Plats (division of land)
  • Final Plats (division of land)

The Planning and Zoning Commission is a quasi-judicial board that has authority to make final decision on plats. The Commission has limited discretion on plat decisions as state law limits the authority and actions the Commission can take on plats.

The Planning and Zoning Commission makes recommendations to the City Council on land use cases for City Council consideration and final decision. Commission recommendations assist the City Council in reaching decisions that are reasonable and beneficial to the City. The Commission also has a recommendation role in the review of the City's master plans and the City's five-year capital improvements plan.

Members are appointed annually to serve two-year staggered terms.
