Appoint one director for a four-year term expiring September 1, 2024 and reappoint one director for four-year term expiring September 1, 2024.  

Created by state legislation in 2005, the Imperial Redevelopment District has responsibility for overseeing the overall management and operation of the District, as well as the implementation of the redevelopment agreements associated with the Imperial project and the completion of projects as outlined in the Tax Increment Reinvestment Zone #3 project plan.

The District is governed by a five-member Board of Directors appointed by the City Council, and the directors serve staggered four-year terms that expire on September 1 of each even-numbered year. Pursuant to the Redevelopment Agreement, "the Developer may submit to the City for consideration the names of persons to serve on the board of directors of the Special District." That section also provides that the City and the Developer will "work cooperatively to identify mutually acceptable candidates; however, the City shall not be obligated to appoint any person requested by the Developer."

Currently, there is one position that needs to be appointed as it is being vacated by a term-limited member and one position to be reappointed, as the position's term has expired.

Therefore, it is recommended that the City Council appoint Paula Noble and reappoint James Thompson to the Imperial Redevelopment District for terms expiring September 1, 2024.
