The City of Sugar Land utilizes contracted labor to pressure wash and repaint fire hydrants throughout the City. The hydrants are split into a north and south system where the first year 2,920 in the north portion of town are repainted, the following year another 2,920 in the southern portion of town are repainted. The aim is to repaint the north and south system every other year with reflective silver for the body and colored bonnet end caps to indicate the water line size supplying the hydrant.
The Hydrant Painting program has been an effective project to address the City of Sugar Land's needs for hydrant maintenance. Within this contract, vendors are to strip, clean and repaint hydrants to match pre-existing conditions.
In October 2020, the City advertised for bids from area contractors to complete the work outlined above. On November 5, 2020, bids were received and opened from six contractors. The bids are summarized below.

After reviewing the submittals, staff determined that the low bidder is Inframark, LLC. The City of Sugar Land has contracted with Inframark, LLC to conduct Hydrant Painting and has been satisfied with their performance.
The funding for this contract was approved in the FY21 Utility Operating budget. Should the future year funding not be approved for any reason, the contract will terminate on the first day of the new fiscal year.
Staff recommends the authorization of a one-year contract, in the amount of $99,280.00, with Inframark, LLC for the repainting of fire hydrants and materials costs and authorizing the automatic renewal of four additional one-year terms for a total contract amount of $496,400.00
