AGENDA CAPTION:
Consideration of and action on authorization of a Construction Contract with Main Lane Industries, Ltd, in the amount of $1,952,934.50, for the Distribution System Water Main Rehabilitation Program, CIP CWA2002.
RECOMMENDED ACTION:
Authorize the execution of a construction contract with Main Lane Industries, Ltd, for the Distribution System Water Main Rehabilitation Project, CIP CWA2002 Base Bid plus Add-Alternate in the amount of $1,952,934.50.
EXECUTIVE SUMMARY:

The City’s Water Distribution System Rehabilitation Program is a waterline replacement program that prioritizes and replaces aging water main infrastructure that is prone to leakage and areas of high reported break history. The rehabilitation program helps to maintain and enhance customer service levels and provide adequate distribution capacity to customers. Currently, the waterline rehabilitation program includes alternating years of design and construction.

 

The proposed replacement sections identified in the CIP CWA2002 project were selected by the Rehabilitation and Replacement Planning System (RRPS) model, which is a risk-based Water Main Asset Management Model. The model uses a risk-based methodology, which includes water main age, breaks history, and the consequence of failure to prioritize the water main rehabilitation. 

 

The scope of work for the CIP CWA2002 project consists of the followings:

 

Base Bid:

  • approximately 15,005 L.F. of 8,10, and 12-inch water main rehabilitation within Sugar Creek Subdivision

  • approximately 630 L.F. of 12-inch water main rehabilitation along Ulrich Street from Avenue A to Old Imperial Road

  • approximately 1,100 L.F. of 8-inch water line main (new) along West Belfort from Cabeza Drive to St. Thomas Catholic church

 

Alternate Bid:

  • approximately 470 L.F. of 12-inch water main rehabilitation along Brooks Street bridge crossing 

 

Sander Engineering  Corporation  was the design engineer and completed the design of the project in March 2021, and an Invitation to Bid was advertised on March 17 and March 24, 2021. Six (6) bids were received and opened on Thursday, April 8, 2021.

 

The bids were checked by staff and Sander Engineering Corporation for mathematical errors and/or bid irregularities. There were no errors found in the first five (5) bidders. However, the sixth bidder had minor mathematical errors; however, the error did not affect the order of the bids.

 

The Engineer’s opinion of probable construction cost is $2,831,982.

The available budget for construction, contingency, construction administration in CIP CWA2002  is $2,800,000. With the total Base Bid plus Add-Alternate price of $1,952,934.50, a 10% contingency of $195,000.00, and an estimated construction phase administration cost of $26,000.00, the total amount needed for project completion is $2,173,934.50. Due to recent supply chain issues and construction cost inflation from COVID 19 and the February 2021 winter storm event, staff recommends keeping the fund balance with the project at this time. 

 

The design engineer completed a review and evaluation of the bids and provided a letter of recommendation indicating Main Lane Industries Ltd is capable of completing a project of this nature. The design engineer also has worked satisfactorily with Main Lane Industries, Ltd in other Houston area projects in the past. Main Lane Industries Ltd previously completed the City of Sugar Land project (CIP WW1804 Oyster Creek Siphon Replacement) to the City's satisfaction. 

  

Upon the City Council’s approval, the Notice to Proceed will be issued in July 2021 with a contract time of 180 calendar days.

 

In accordance with Policy CO-110, Notification of Construction Impacts and Service Interruptions, the Distribution System Water Main Rehabilitation Project is classified as a Localized Project. Construction impacts will include temporary water service interruptions and temporary driveway access restrictions. Staff will notify affected residents through HOA stakeholder meetings, door hangers, and one-on-one communications.

The Engineering and Public Works Departments recommend that the City Council authorize the execution of a construction contract with Main Lane Industries Ltd. for the Distribution System Water Main Rehabilitation Project, CIP: CWA2002 Base Bid plus Add-Alternate in the amount of $1,952,934.50.
