The City maintains over 315 acres of right-of-way (ROW). A significant amount of the plant material is nearing the end of its useful life, and/or has succumb to the harsh environment of the ROW and needs replacement or updating. Staff has identified multiple capital improvement projects over the next few years that will ease maintenance and water usage by establishing resilient plant material in the ROW.
In FY19, as part of a city-wide ROW beautification plan, staff brought forward a project utilizing funding from the Sugar Land 4B Corporation (SL4B) intended for “Landscape Replacement along major city routes, including US Hwy 59, US Hwy 90A, and State Hwy 6." This project was initiated to provide continuity along the City's US90A corridor, and was guided by the parameters set forth in the Streetscape Policy.
This project will focus on planting beds at the intersections, consisting of low maintenance and hardy plant selections. The remaining areas of the medians in between intersections will include turf and shade trees. The US90A Landscape Rehabilitation Phase I and II, which included project limits just west of SH6 to Eldridge, was completed in 2019 and 2020.
On October 21, 2020, SL4B approved funding resolution 2020-10-04, utilizing the budgeted $200,000.00 for "Median Landscape Rehabilitation along US HWY 90A". US90A Landscape Rehabilitation Phase III will include project limits from Eldridge Rd to I-69/US59. This project is an extension of Phase I and II, by continuing the same design style and plant palette, to create the desired continuity along the US90A corridor. The project anticipated construction window is January - March 2021.
An Invitation to Bid (ITB) was advertised on October 28, 2020, and November 4, 2020. Bids were opened on November 12, 2020. Two bids were received; however, one was deemed nonresponsive. Green Sage Services, LLC was the apparent low bidder.

Public Works staff has evaluated the bid from Green Sage Services and has deemed that it is acceptable and that their experience and references are in good standing. Staff has worked with Green Sage Services, LLC in the past on landscape installation of Dairy Ashford.
The Public Works Department recommends that the City Council approve a contract with Green Sage Services, LLC in the amount of $120,902.00, for the US90A Landscape Median Rehabilitation - Phase III (CTR2101).
