AGENDA CAPTION:
Consideration of and action on authorization of a Contract with KW Industries, Inc., in the amount of $500,000.00, for traffic signal pole assemblies. This contract will automatically renew for four (4) additional years for a total contract amount of $2,500,000.
RECOMMENDED ACTION:
Authorize a renewable contract in a maximum amount of $500,000.00 to KW Industries Inc. for providing traffic signal pole assemblies to the City. This contract will automatically renew for four additional one-year terms for a total contract amount of $2,500,000.
EXECUTIVE SUMMARY:
As part of the City’s Streetscape policy, ornamental traffic signal poles, wayfinding signs, and street light poles are used to enhance the appearance of our rights-of-way (ROW). The pole assemblies used have a specific look and requirements that are not readily available. Prior to 2010, the City experienced long backorder times, and it was becoming increasingly difficult to replace damaged poles and bases in a timely fashion. The City decided to establish an annual contract that would provide all necessary pole assemblies to support new projects and any maintenance on existing infrastructure. The contract has been a success in removing procurement challenges and continuing to support the signature look established by the streetscape policy.
 
On October 28, 2020, and November 4, 2020, the City published an invitation to bid (ITB) specifying the terms for the proposed signal pole assemblies contract in the City of Sugar Land. The contract is structured as a unit price contract, which enables Public Works to utilize as few or as many of the bid items as the allocated budget allows. The contract also provides for ornamental pole assemblies that must match the design and specifications of the current ornamental poles and non-ornamental pole assemblies that must match state galvanized pole standards.
 
The contract terms specify a five-year renewable contract; the original term plus the option to automatically renew for four additional one-year terms.
 
On November 19, 2020, the City received and opened one sealed proposal from KW Industries Inc. The unit bid prices from KW Industries Inc proposal showed reasonable pricing; to provide traffic pole assembly components in an adequate timeframe for traffic pole installations and repairs.
 
Funding for this contract is available through various sources including proposed capital improvement projects and the Public Works Traffic Division’s Operations & Maintenance budget for FY 2021.
 
The Public Works Department recommends that the City Council approve the execution of a contract for traffic signal pole assemblies with KW Industries Inc. in the amount of $500,000.00. The contract shall have up to four auto-renewable years for a total contract amount of $2,500,000.
