AGENDA CAPTION:
Consideration of and action on authorization of a Professional Services Contract with Jones & Carter, Inc., in the amount of $156,000.00, for design, bid phase, and construction administration services for the Well Rehabilitation Project, CIP CWA2102.
RECOMMENDED ACTION:
Authorize the execution of a professional services contract with Jones & Carter Inc. in the amount of $156,000.00, for the design of Well Rehabilitation Sugar Creek No.4, Greatwood West No.4 and Homeward Way Onsite Well Project CIP CWA2102.
EXECUTIVE SUMMARY:

As part of the City’s commitment to the Sugar Land Way, a high level of service and quality water delivery, the continued investment into our existing infrastructure is imperative. The Greatwood West Well No. 4, Sugar Creek Well No. 4, and Homeward Way Well No. 4 water wells are due for rehabilitation and replacement of components as inspections warrant. The project’s scope includes design, bid phase, and construction administration services for the three (3) wells. 
 
The scope of work includes but is not limited to the following items:

 

  • Site visits at all three (3) wells sites to scope the project and prepare cost estimates
  • Electrical site inspection by Resco Electric controls for each well
  • Preparation of water well profile drawing for each well
  • Research and collection data for the material settings for each well
  • Collection and analysis of the existing performance data
  • Design and preparation of details
  • Advertise the project on CivCast
  • Preparation of final construction cost estimate
  • Preparation of technical specifications and contract documents
  • Respond to questions during the bidding process and issue addenda
  • Attendance at pre-bid and preconstruction meetings
  • Review of bids, tabulation, recommendation for award
  • Review shop drawings and submittals
  • Attend and review television surveys
  • Attend shop inspections
  • Design and selection of replacement equipment
  • Respond to RFI's
  • Review of Operation and Maintenance Manuals
  • Provide submittals and test reports

 

Jones & Carter, Inc., was selected in accordance with City Policy PU-109 for procurement of professional services. The Engineering Department negotiated the above scope of work with Jones & Carter, Inc. for a fee in the amount of $156,000.00. There is currently $1.2M available in CIP CWA2102. Completion of design is anticipated in December 2021, and construction of the project is tentatively planned for early 2022.
 
The Engineering and Public Works Departments recommend that the City Council authorize the execution of a professional services contract with Jones & Carter Inc. for the design of Well Rehabilitation Project CIP CWA2102, in the amount of $156,000.00.

CURRENT BUDGET: $1,200,000.00
